MASTER PLAN WORK SESSION
JANUARY 8, 2015

Select Board Members Present: Sandy Laleme, Jerry Blanchard, Martin Glavac, and Mark Fiorentino

Planning Board Members Present: Mike Bruno, Peter Roy, Andrea Bryant, Libby Staples, Chris McGrath, Jeanne Robillard, and Sandy Laleme.

June Garneau of MAPS introduces herself and explains the team is here to finalize the Community Survey and to specifically address question #32 as it appears. June introduces the Community Survey to everyone and lets them know the survey can also be accessed on line at Survey Monkey. June suggests the board move right to the specific question which is to be addressed this evening, #32, which asks “Do you support development at the landfill? Yes or no.”

Sandy clarifies for everyone that she is sitting tonight as a Select Board member.

Andrea states she isn’t sure the actual question is what she meant. June agrees and feels the intent was more supportive then it has been interpreted.

Jerry Blanchard addresses the board. He would like to read a statement prepared from them by the town attorney.

The Select Board is very concerned about the survey question regarding supporting expansion of the landfill. We can only assume this question is asking whether this Town would voluntarily rezone to allow further expansion outside of the agreed-upon footprint in the settlement agreement because we all know that the settlement agreement cannot and will not be undone.

We are outraged over the mere suggestion that this Town would undo the fine work of the Select Board, including many of our current members and our predecessors, in ending 25 years of litigation back in 2011-2012. The votes have spoken and the line is finally drawn in the sand and the current footprint. There is no way this Town should ever consider expanding the District V landfill zone and it is an insult to us, as well as the voters who ratified the District V expansion on January 17, 2012, to even place this question before the public. We, therefore, asking the Planning board strike the landfill expansion question from the survey.

Jerry goes on to state that the Master Plan is bigger than this one question. Tying it back to the landfill will be counterproductive, and the focus of the survey will become question #32. A discussion ensues regarding whether or not the questions should be asked, as well as some options for rewording the question. It is agreed that questions 32 through 35 will be replaced with 2 questions about alternative energy, as well as 2 miscellaneous questions asking for opinions on both the landfill and Northern Pass.

Discussion takes place about the offering of the survey on line and the mailing of the survey.

Motion made by Sandy Laleme, seconded by Mark Fiorentino, to adjourn the Select Board meeting at 7:40. All members in favor, meeting adjourned.
