BETHLEHEM TOWN HALL MEETING ROOM

Minutes

6:00 pm

 

Attendance: Present: Chairman Mike Bruno, Vice Chair Dave Wiley, Chris McGrath, Sandy Laleme, and Johnathan Stevenson

Absent: Marie Stevenson

 

Chairman Bruno called the hearing to order at 6:00pm and then read the public notice for the New Friendship House Site Plan Review.

 

The abutters list was confirmed and the checklist was read by Mr. Bruno. Some of the checklist items were not on the large copies of the plan sheet.  The smaller sheet contained the checklist items.  The applicant will provide the Mylar with added checklist items.

 

Mr. Bruno made a motion to accept the site plan review with the condition of information on the Mylar sheet. Chris McGrath seconded 5-0 motion carries

 

Mr. Bruno asked for the applicant to present their plan. Christine Legendre from Friendship House explained the need to have a new building.  The old building is out of code and not energy efficient.  The State Fire Marshall gave the Friendship house 2 years from October to fix, repair or rebuild.  The existing building with house the facility until the new one is built.  The new building will be fully sprinkled; each section of the building will have an access panel, coded for entry.  It will consist of 3 stories; it will house main operations on the 2nd floor.  A main floor classroom will be available to convert into 4 rooms.  This will usually house support groups such as AA and other self help groups.  The 3 floor will be the clinical facility, sleep quarters, much like a nursing home. Men and Women are separated. With 24 hour staffed nursing.

Olivia Beleau from AHEAD explained the old footprint is 1300 s.f. And the new footprint will be 1800 s.f. The building will look very much like the porch on the town library.   The applicant has spoken to the Fire Chief and the Code Officer about parking during the demolition/building phase.  Access will be off of 302.  There will be a fence all the way around the construction area.  The facility will remain in operation during the rebuilding.  Mr. Wiley asked why there is a 27’ setback noted on the sheets.  When there is actually a 60’ setback.  This will be checked on by the applicant, and noted on the Mylar.

Christine explained the need for the new building was to be able to accept insurance. 12 beds needed to be licensed as clinical beds.

 

Mr. Bruno opens the hearing up to the public. There is no public comment.

 

Sandy Laleme made a motion to accept the site plan review for the New Friendship House with conditions. Chris McGrath seconded. 5-0 motion carries

  • Check with the Fire Chief on access during construction

  • Mr. Bruno discussed that Steve Gorman was stepping down from the board for personal reasons. He has 1 year left on his term. Any Bethlehem resident wishing to become a planning board member can submit their intent between January 25 – February 3, 2017 to make it on the March ballot.
  • The board discussed having a debriefing session on the Master Plan. Please email Deb any questions, comments, and other procedural changes you would suggest and she will email the board the list, before the next Master Plan in 2026.

Mr. Bruno discussed that Steve Gorman was stepping down from the board for personal reasons. He has 1 year left on his term.  Any Bethlehem resident wishing to become a planning board member can submit their intent between January 25 – February 3, 2017 to make it on the March ballot.
