Mike Bruno opened the meeting at 6:00 and read the two public notices.  First is a minor sub division for Michael and Ann Miscio, map and lot 410-10, 1003 South Road.  The board went over the checklist and determined it to be complete.  Mike Bruno motioned to approve the checklist David Rodrigues seconded.  5-0 motion passes.

Gardner Kellogg was asked to present the Sub division.  He explained that the property will be split into 3 lots with the same ownership. Mike Bruno motioned to accept the Site Plan David Rodrigues seconded 5-0 motion passes.

Miscio minor sub division closed.

Master plan checklist from 1 year out was discussed.  Mike Bruno went over the planning boards warrant articles for parking and sound.  Both will be on the March ballot.  Historical District will be discussed in the future.  Trevor Presby explained to the board his involvement with the Franconia CIP.  (Capital Improvement Plan) Mary Moritz will look further into this. The Planning Board chose to table the remainder of Master Plan checklist until the next meeting.

Open lot line adjustment for T&T Mountain Investments (Trevor Presby) map 202 lot 1.3 and Evan Strimbeck map 202 – 2.1.
The board went over the lot line checklist. It was determined that the map did not include a topographical layout.  Mike Bruno made a motion to approve the checklist with the condition that the Mylar reflect the topographical layout.  David Rodrigues seconded 5-0 motion passes.

Trevor Presby presented his lot line adjustment.  He plans on purchasing 14.77 acres from Evan Streimbeck.  The land is behind the current property.  It is mostly wet and woods.  Nothing will be changing on the property only the ownership.
Mike Bruno motioned to approve the Site Plan for the lot line with the topographical layout added.  David Rodrigues seconded 5-0 motion passes

Steimbeck/Presby lot line closed

Minutes from January 3, 2018 were motioned to be approved by Mike Bruno with spelling changes. Dave Rodrigues seconded 4-0 motion passes

Minutes from January 10, 2018 were motioned to be approved by Mike Bruno and David Rodrigues seconded 4-0 motion passes

New Business: Mike Bruno received a letter from the Army Corp of engineers.  It was regarding the public hearing request by the Planning Board for Northern Pass. They have determined that a pubic hearing was not warranted.  Dated 1/16/18.
Mike Bruno referred to an email he received from Rita Farrell.  This was about the petitioned landfill warrant article presented by Believe in Bethlehem.  The question was asked: Is this petitioned warrant article legal. The attorney for the town Jae Whitlaw responded in an email dated January 5, 2018.

Mike Bruno motioned to release the email dated January 5, 2018 at 1:27pm from Jae Whitlaw.  David Rodrigues seconded.  5-0 motion passes.

Mike Bruno read the email:  Jae Whitelaw’s response was: Yes, it is legal.  Unusual but legal.  The entire email from January 5, 2018 will be attached to this set of minutes.

Kathleen Ipacs missed the beginning of the hearing regarding Miscio.  She is an abutter, Mr. Bruno explained Mr. Miscio’s plans.
Rita Farrell wanted to be sure that all minutes are available to the public within 5 days of meeting. Mike Bruno said:  they are, and they are called DRAFT minutes.   Hand written minutes are always available the day after the meeting.
