Meeting Minutes
Bethlehem Selectmen Office
February 8, 2016

Present: Chairman Culver, Selectman Blanchard, Selectman Laleme, Selectman Glavac. Chairman Culver opened the meeting at 6:00pm.

The Board reviewed an abatement. Selectman Laleme moved to grant an abatement for Map/lot 418/8. Chairman Culver seconded. Carried 4-0.

Chief Ho-Sing-Loy came before the Board to discuss a 50/50 grant he would like to apply for to put a video system in the 4th cruiser. He said it can be transferred to the new cruiser when it is purchased. He said there is $5000.00 in the Capital Reserve now and the Town’s portion of the video system is $1,900.00 which will come from the police equipment capital reserve. Chairman Culver moved to approve the chief applying for the grant. Selectman Blanchard seconded. Selectman Laleme asked the chief how long the videos are saved and the chief said for 90 days if they are not needed for trial. Carried 4-0.

The Board discussed the educational mailing about the warrant articles. Each Board member will review and/or write the write-up for the following departments: Selectman Laleme will do the Budget and the Transfer Station Capital Reserve, Selectman Glavac will do the Fire Emergency Equipment and the Ambulance, Selectman Blanchard will do the Highway Truck and the 2 Police Capital Reserve’s, Chairman Culver will do the Tech needs capital reserve and the assessing capital reserve, and Selectman Staples will do the GIS capital reserve and the trust fund capital reserve.

The Board discussed a request to change a cemetery plot. Selectman Laleme said they can sell back the one they do not want and purchase the new one at the current price. The Board all agreed with this and said they should see the Tax Collector to do the transaction.

The Board reviewed and signed the poll hour’s warrant.

The Board discussed a bill to repair the basketball hoop at the elementary school that was broken while the recreation basketball team was using it. The Bill is for $1200.00 and the deductible for insurance is $1000.00. Selectman Laleme moved to pay the $1200.00 and to take it out of the Recreation Revolving Fund. Selectman Blanchard seconded. Carried 4-0.

The Board discussed the documents submitted by the Bethlehem Revolving Loan Fund committee about changes in policy which includes the people going right to the financial institution to apply instead of going to the BRLF committee first. The Board felt they didn’t need to meet with them and they could just submit the final paperwork that the Board needs to sign. Frank Claffey asked if there were increased charges. The Board was not sure.

The Board reviewed the minutes.
Selectman Blanchard moved to approve the minutes from 01/19/16. Selectman Glavac seconded. Carried 4-0.

The Board discussed the dedication of the Town Report and the photo to put on the cover. The Board discussed putting a picture of the ambulance and the ambulance staff on the cover and the dedication to the Oliveira’s and Morse’s for all of their service over the years in many different capacities. The Board all agreed with this.

The Board discussed whether or not to have a candidates night and based on there only being one contested race on the Zoning Board they decided against it.

The Board discussed the cleaning service and decided to research some other companies.

Chairman Culver said he thought it made sense to have the Recreation Director take on the responsibility of the summer concerts because it is a town recreation event. Selectman Laleme said it is a petitioned warrant article. Chairman Culver said it could be put in the budget in the future. It was mentioned that Dawn Ferringo has taken that over as a volunteer. There was discussion about town employees volunteering. Selectman Laleme said employees should be able to do community volunteering. It was stated that an employee cannot volunteer for a part of their regular work duties.

At 7:00 pm Chairman Culver moved to go into non-public session per RSA 91A for matters of personnel. Selectman Blanchard seconded. Chairman Culver did roll call with all members agreeing to go into non-public session. The Board discussed personnel. Selectman Glavac moved to approve 2 fire dept. promotions.
Selectman Blanchard seconded. Carried 3-0 (Chairman Culver abstained).

At 7:55 Chairman Culver moved to come out of non-public session. Selectman Blanchard seconded. Chairman Culver did roll call with all members agreeing to come out of non-public session.

At 7:55 Chairman Culver moved to adjourn. Selectman Laleme seconded. Carried 4-0.
