BETHLEHEM TOWN HALL MEETING ROOM

6:00 pm

Present: Patrick Doughty, Amy Delventhal, Alan Jackson, Mike Culver and Kim Johnson
Patrick Doughty opened the meeting at 6;00pm.
Minutes from June 27, 2017 were approved.  Patrick Doughty motioned to approve the minutes and Amy Delventhal seconded.  3-0 motion carries
Hearing for Bretton Woods SE
Patrick Doughty read the public notice for TRT Holdings (Bretton Woods).  Bretton Woods is seeking a Special Exception for Set Backs to their abutters.
The board went over the checklist and approved it.  Amy Delventhal motioned to approve, and Alan Jackson seconded 5-0 motion carries
Jon Warzocha project manager for Horizons Engineering, Inc. was asked to present his application for the new mountain lodge that will replace the existing Latitude 44 restaurant.  The special Exception request is for reducing the 30-foot rear setback to 15 feet.  The new building location will be at the location of the existing skier patrol station along the US Forest Service property line.  The patrol station will be removed, and the new lodge constructed in its place.   This project is a two-story commercial building including a function space, food service kitchen, dining areas, bar, restrooms and support areas.  It will be wood framed construction with a heavy timber structure and a shed roof.  Other materials include glazing, cement fiberboard siding and either a stone base or board formed concrete base.
Don Lavoie said that this is dream project for Bethlehem and it meets the criteria. Chris Jensen asked the cost of the project.  Patrick Doughty does not want to discuss this, it is not the purview of this Special Exception hearing.  That will be a question for the Planning Board at Site Plan Review.
Kim Johnson read a letter from Jack Sylvester as an adjoining property owner in expressing his support for TRT Holdings request for the SE.
Mike Culver read a letter from the USDA United States Department of Agriculture. Brooke Brown District Ranger wrote:  Forest staff have visited the site and reviewed their conceptual plans.  Once Bretton Woods has completed a professional boundary survey to ensure property boundaries, which would alleviate potential encroachment, as well as considering feedback I have received from staff, I have determined that the Forest Service would have no objection to a 15-foot setback if the planning board (should say zoning board) decides to grant an exception for their proposal.  Both letters will be included with the application.
Pat Doughty explained that each criteria is individually voted on.

1. The proposed use would not diminish surrounding properties values
5-0 motion carries

2. Granting the variance would not be contrary to public interest
5-0 motion carries

3. Denial of the variance would result in unnecessary hardship to the owner
5-0 motion passes

4. Granting the variance would do substantial justice
5-0 motion carries

5. The use is not contrary to the spirit of the ordinance
5-0 motion carries

No further discussion from the board or the public

Mike Culver motioned to accept the Special Exception request for Bretton Woods
Amy Delventhal seconded 5-0 motion carries

The criteria for Bretton Woods SE has been approved.

Special Exception for TRT Holding Inc. (Bretton Woods) has been approved by a unanimous vote.  5-0 motion carries
Closed public hearing on Bretton Woods.

The Zoning board is looking for alternates.  A notice will be put on the website, post office and town hall requesting a letter of intent.

Amy Delventhal motion to adjourn 5-0 motion passes.
