Present: Chairman Moritz, Selectman Moore, Selectman Ubaldo, Selectman Boisseau, Selectman Glavac.

Chairman Moritz opened the meeting at 6:00 pm.

PUBLIC INPUT
Chris McGrath said the police were giving tickets to concert goers Sunday night at the concert where people have been allowed to park for years. He said it should be announced for a couple of weeks prior and should use cones and offered to put cones out. The Board will follow up with the Chief about cones and will contact Mr. McGrath if the Board wants him to put cones out. Selectman Glavac expressed concern about selectively talking with the Chief about how to enforce police rules and pointed out there are no parking signs where people were being ticketed.

The Board discussed Northern pass and Chairman Moritz said she believes we have a budget for a reason and it is putting us at risk if we continue and can’t see moving forward with legal counsel. It was stated we would not lose intervener status. Cheryl Jensen said she can’t ask the Board to continue and we had legal when we needed it. She said it is dragging on and she asked NHMA if the Conservation Commission could contribute towards the legal expense but they cannot. She said she would still testify. Selectman Glavac said he thinks it is the right course of action due to loss of revenue. Selectman Ubaldo said we can jump back if we decide we need to and also said he doesn’t think Bethlehem is a major factor. Chairman Moritz said she would like to see it as a Warrant Article next year. Selectman Boisseau agrees. Chairman Moritz moved to suspend our legal services with Christine Fillmore. Selectman Glavac seconded. Carried 5-0.

Chairman Moritz read an email request about adding a streetlight on Lewis Hill Road. Selectman Moore said the town shouldn’t pay the bill for that. Chairman Moritz said it is not in the budget. Selectman Ubaldo said it will set a precedent. Chris Jensen said it is the same property that is currently looking for a property tax exemption.

The Board discussed whether or not DOT or the highway department would paint the crosswalks after the paving job. Chairman Moritz moved to have the Bethlehem Highway Department paint the crosswalks. Selectman Moore seconded. Carried 5-0.

The Board discussed the transfer station committee ad to be posted. Chairman Moritz moved to post the ad. Selectman Glavac seconded. Selectman Glavac said the committee should consider all uses including to continue using the existing one. Selectman Ubaldo said he was on Board when the new one was built and will need to look up law on municipal waste. Selectman Moore said North Country Council will be a good resource. Selectman Ubaldo said when Littleton was previously asked about us using theirs they said no because they would have to hire people and expand and it was a money issue. Carried 5-0.

At 6:38 Chairman Moritz moved to go into non-public session per RSA 91A:3 II for matters of personnel. Selectman Moore seconded. Chairman Moritz did roll call with all members agreeing to go into non-public session.

The Board discussed personnel.
Selectman Boisseau moved to hire Tim Fleury as the Recreation Director at $36,000.00/year pending reference checks. Chairman Moritz seconded. Carried 5-0.
Chairman Moritz moved to approve the scholarship request for summer rec. Selectman Moore seconded. Carried 5-0.
Selectman Glavac moved to rehire Bethony Pelotte. Selectman Boisseau seconded. Carried 5-0.
Chairman Moritz moved to use Notchnet for the website. Selectman Moore seconded. Carried 5-0.
At 8:03 Chairman Moritz moved to come out of non-public session. Selectman Ubaldo seconded. Carried 5-0.
At 8:03 Chairman Moritz moved to adjourn. Selectman Ubaldo seconded. Carried 5-0.
