BETHLEHEM TOWN HALL MEETING ROOM

Minutes

6:00 pm

Present:  Mike Culver Chairman, Amy Delventhal, Kim Johnson and Andrea Bryant

Absent: Patrick Doughty

Chairman Mike Culver Patrick Doughty Chair opened the meeting at 6:00 and read the Public Notice for a special exception for Thomas Fohr 108 Belabachi Road. Simon Baker is the contractor for the project.

Chairman Culver read the checklist for the Special Exception. Amy Delventhal motioned to accept the checklist as complete and Andrea Bryant seconded. 4-0 motion carries

Mr. Baker was asked to present the project, and the need for a SE. Mr. Baker and Mr. Fohr have walked the neighborhood, letting the abutters know about the plans to expand. There was no opposition.  The plan is put an addition on to the home, that includes a garage and carport.  The original construction left little room to expand into a garage & therefore the request for the exception.  From 30-foot side setback to 15 feet.

No public comment

Chairman Culver read the 5 criteria for a Special Exception. The board determined that all 5 criteria were approved.

Amy Delventhal motioned to accept the request of the Special Exception. Thomas Fohr from 30 to 15 feet for setback. Andrea Bryant seconded 4-0 motion passes

Rita Farrell asked why we have setbacks? Amy Delventhal explained to her that it is the boards duty to keep a buffer between homes.  Chairman Culver explained that with a SE setback can be changed.

The board read the minutes from June 12, 2018. Amy Delventhal motioned to accept the minutes and Chairman Culver seconded 4-0 motion passes.  There was discussion Andrea Bryant started referring to the conversation in the minutes relating to a noise ordinance.  She is going to find out about an ordinance that she remembers being approved for a noise ordinance.  The findings will be presented to Debbie Bayley and then distributed to the board.

Andrea Bryant printed out other towns SE criteria. The board discussed criteria for a Special Exception being repetitive.  Debbie Bayley will check with NHMA as to the proper way to make changes.

The next Zoning Board hearing will be July 31, 2018 at 6:00pm.

Chairman Culver motioned to adjourn, all in favor 4-0
