Bethlehem Board of Selectmen Meeting Minutes Bethlehem Selectmen Office July 11, 2016
Present: Chairman Glavac, Selectman Laleme, Selectman Ubaldo, Selectman Blanchard.

Chairman Glavac opened the meeting at 6:31 pm.

The Board discussed whether or not to have an ordinance that does not allow drinking on Town properties. Chief Ho-Sing-Loy drafted an ordinance for the Board after a question came up about the rules on drinking in public when discussing rules for the pool. Selectman Laleme said they could have a rule of no drinking at the pool without creating an ordinance. There was discussion about how to enforce the rules and what the penalty would be. Dann said every law can result in death. He said drinking is not a problem but being intoxicated is. Selectman Blanchard said he doesn’t think an ordinance is needed but agrees that no drinking or glass containers should be allowed at the pool. Selectman Laleme said people would get kicked out of the pool if they broke the rule. Selectman Laleme moved to approve the pool rules (agreement). Selectman Blanchard seconded. Lisa Jacobs said the insurance company approved the agreement and they suggested only renting the pool to season pass holders. Chris McGrath said any town resident should be able to rent the pool. Selectman Laleme said she didn’t realize only season pass holders could rent it and moved to rescind her motion and not restrict to season pass holder only. Selectman Ubaldo seconded. Chairman Glavac said every tax holder has the option to rent the pool by becoming a season pass holder. Ms. Jacobs said the insurance company said season pass holders are invested in our pool and that is why they suggested that. She said she is just looking to minimize risk for the town. Carried 3-1 (Chairman Glavac opposed). It was decided that people would lose pool privileges if they break the rules.

Mary Lou Krambeer came before the Board to discuss training dates for all officials involved with elections. She said she would be going to the training on the 26th and invited anyone of the Selectmen to carpool with her. Mrs. Krambeer said the lighting in the meeting room is dark and asked if it could be looked at to see if it could be brighter. The Board said they would have that looked at. Dann asked if someone from the public can watch the ballot box being opened and the counting. Chairman Glavac said it is open process and open to the public.

Selectman Blanchard said he isn’t ready to give the suggestions formulated from the country club committee yet because he wants to make sure all committee members review and have input. He said it will be ready for the next meeting on the 25th.

Cheryl Jensen came before the Board to discuss updates on Northern Pass. She said there was a meeting in Franconia and there were suggestions on what steps people can take. She
discussed with the Board writing a letter to the governor (Selectman Laleme did this), have meetings, determine another site for transition #5 per DES recommendation, pre-trial testimony, letter to army corp of engineers (Mrs. Jensen did this). Selectman Laleme said the letters written by her and Mrs. Jensen do not have any expense to the Town. She said a letter will be sent to DES requesting they come to a meeting to discuss their recommending that an alternate location be found for transition #5 because of the wetlands impact but then they issued a permit for boring in that area. They are asking DES to come up and explain that. Selectman Laleme said the letter to all representatives is asking them to voice and advocate for us. Selectman Laleme moved that the Board of Selectmen support and sign all 3 letters. Chairman Glavac seconded. Selectman Laleme said a pre-trial conference call with the attorney will be needed at some point and that will be an expense to the Town. Chris McGrath asked if the Planning Board is signing the letter as well and was told they will be discussing it on Wednesday at their meeting. Dann asked about negotiating with Northern Pass if we do have above ground towers then could they provide a communication tower. Carried 4-0. Selectman Blanchard commended Selectman Laleme and Mrs. Jensen on the work they are doing on this. Mrs. Jensen asked that the Economic Development Committee discuss the effects of Northern Pass. Chairman Glavac said the first meeting is next week and he will ask that.

The Board reviewed quotes for a suppression system at the Country Club. The amounts of the quotes were $10,750.00 (included hood that is not needed), $2,448.00 and $2,375.00. Larry Fellows recommends current company Tri-State. Selectman Blanchard moved to accept the bid from Tri-State for $2,375.00. Selectman Laleme seconded. Carried 4-0.

The Board reviewed bids for the Crown Vic. Chairman Glavac said the bids were opened 2 weeks ago but they were the exact same amount so they were both asked to re-bid. Mark Champagne bid $376.50 and Tyler Murray bid $305.00. Selectman Blanchard moved to approve the bid from Mark Champagne for $376.50. Selectman Laleme seconded. Carried 4-0.

Chairman Glavac said he received an email from the Littleton Town Manager about our cable franchise renewal for the cable consortium being due for renewal. He said we need to appoint someone to represent the Town to sign agreement and discuss the franchise fee. Selectman Blanchard moved to appoint Chairman Glavac to represent the Town to discuss agreement and authorizes him to pull out of agreement if necessary. Selectman Ubaldo seconded. Carried 4-0.

The Board reviewed minutes. Selectman Blanchard moved to approve the minutes from 06/29/16. Selectman Laleme seconded. Carried 3-0 (Selectman Ubaldo abstained). Chairman Glavac moved to approve the minutes from 06/27/16. Selectman Blanchard Seconded. Carried 4-0.

The Board discussed an abatement for Map/lot 205/21 for $5,021.00 for a non-profit. Chairman Glavac moved to approve the abatement per the recommendation from the assessor. Selectman Blanchard seconded. Carried 4-0.

Selectman Ubaldo said there is a new law 1396 which says in Grafton County OHRV use on public roads is allowed but a hearing needs to be held to determine appropriate roads. He said the Bureau of Trails and Department of Transportation determine this. Selectman Ubaldo moved to ask that a public hearing be held to determine appropriate roads for OHRV’s. Selectman Blanchard seconded. Carried 4-0.

At 7:45 Chairman Glavac moved to go into non-public session per RSA 91-A:3 for matters of personnel and reputation. Dann said the taxpayers are being excluded from discussions about their employees. Selectman Blanchard seconded. Chairman Glavac did roll call with all members agreeing to go into non-public session.

The Board discussed a request for a golf membership. Selectman Laleme moved to refund the golf membership. Selectman Blanchard seconded. Carried 4-0.

Chairman Glavac moved to approve a new hire for Thomas Read at $8.00/hour and for Patty Gilman at $9.00/hour. Selectman Blanchard seconded. Carried 4-0.

At 8:11 Selectman Blanchard moved to come out of non-public session. Selectman Laleme seconded. Chairman Glavac did roll call with all members agreeing to come out of non-public session.

At 8:11 Selectman Blanchard moved to adjourn. Selectman Ubaldo seconded. Carried 4-0.
