Meeting Minutes
Meeting held at Bethlehem Country Club
July 24, 2017

Present: Chairman Moritz, Selectman Moore, Selectman Glavac, Selectman Ubaldo, Selectman Boisseau.

Chairman Moritz opened the meeting at 6:00.

PUBLIC INPUT: None

Cheryl Jensen talked with the Board about Scenic Byways Designation and explained the Board needs to decide if they still want Route 302 as a scenic byway and if so the Select Board needs to have a representative. Mrs. Jensen said it is an issue with visibility and publicity but also said if federal money does become available for any improvement to scenic byways we wouldn’t be eligible if we were no longer designated a scenic byway. Selectman Moore said she is already the liaison for North Country Council so offered to do it. Carole Hammarberg said they have maps at the Visitor Center that show we are part of the 100 scenic miles. Chairman Moritz moved to have Selectman Moore be the liaison for the Scenic Byways. Selectman Glavac seconded. Carried 4-0 (Selectman Moore abstained).

Paul Greenlaw came before the Board to give an update on the economic group of concerned citizens he formed. He said they have no money and no authority and explained they contacted property owners to drum up conversations. He also said they met with a variety of different funding sources to discuss what they offer. Mr. Greenlaw said it would be nice if the town could have a list of contact and resources for businesses and offered to help generate that list.
Ian Dowling from Rek-Lis Brewing talked with the Board about the growth and new move of his business and said how beneficial Mr. Greenlaw’s group was for him. Mr. Dowling said his brewery would be serving food also and that they would have live music on the weekends. He asked the Board if he would need to go to the Planning Board and was told he would because of the change of use to the outside area he would be utilizing.

The Board reviewed a certificate of occupancy form that Fire Chief, Jack Anderson, and Code Officer, Dave Wiley, would like to start using in place of issuing letters. It was explained and discussed that the process will not be changing. There was discussion about how the Town doesn’t require Certificate of Occupancy but sometimes mortgage companies require the homeowner to get one and in that instance one will be supplied after an inspection. Dann expressed concern that the Town was taking business away from private inspectors and was told the mortgage companies/banks wants the forms from the town officials who issued the building permits and did the inspections throughout the building process. Chairman Moritz moved to accept the Certificate of Occupancy form. Selectman Moore seconded. Carried 4-1 (Selectman Ubaldo opposed).
Dave Lefevre told the Board that proper paperwork needs to be filled out for building projects and said there is someone who is burying construction waste and is causing an ant infestation. He also said there is concern about the integrity of the building because it is shifting.

The Board reviewed the minutes from 07/10/17. Selectman Boisseau moved to approve the minutes. Selectman Moore seconded. Carried 4-0. (Chairman Moritz abstained).

Chairman Moritz said the Artwalk was going to cost more than anticipated for the insurance and said she contacted Angel Larcom. Ms. Larcom told Chairman Moritz that the vendors will be in front of businesses and not on town property so the business owner’s will cover the vendors under their insurance. She said it is unnecessary for the town to cover it now.

At 6:51 Chairman Moritz moved to go into non-public session per RSA 91A:3 II (a), (b), (l) for matters of personnel, reputation, and legal. Selectman Moore seconded. Chairman Moritz did roll call with all members agreeing to go into non-public session.

Dann objected to the non-public session.

The Board discussed personnel.

The Board discussed a letter from an attorney.

At 7:59 Chairman Moritz moved to come out of non-public session. Selectman Moore seconded. Chairman Moritz did roll call with all members agreeing to come out of non-public session.

At 7:59 Chairman Moritz moved to adjourn. Selectman Moore seconded. Carried 5-0.
