BETHLEHEM TOWN HALL MEETING ROOM

6:00 pm

Present:  David Rodrigues, Michael Bruno, Marie Stevenson, Johnathan Stevenson, Linda Moore and Chris McGrath.
Absent: Dave Wiley

Chairman David Rodrigues opened the meeting at 6:00 pm and read the AGENDA. This is a continuation from September 12, 2018 meeting. Due to board members not being sure that the meeting from September 12, 2018 was properly noticed by the clerk.  *(The meeting was properly noticed on the town website, town hall and post office) AHEAD is requesting a time extension to the two-year requirement to begin a project. (which will be up October 26, 2018) Mr. Berg and Mr. Clafin representatives for AHEAD Lloyds HILLS explained that the project was being held up by unforeseen permits taking longer than expected.

Chris McGrath would like to apologize for the way this project was being handled by the Planning Board. The continuation is due to the question: Did the AHEAD notice have to be published in the newspaper? The answer was no.  Only to be noticed on the website, post office and town hall.  Per a verbal notification from the town’s attorney.     Mr. Rodrigues explained that AHEAD Lloyds Hills is requesting a 6-month extension to their approved Site Plan.   The Site Plan was approved in October of 2016.  State statue states that a project has a 2-year window to begin.   The project has not begun due to unforeseen permits taking longer than anticipated.   Chris McGrath made a motion to extend the project for 1 year, Linda Moore seconded. Board was tied with a 3-3 split. Motion failed.

Board members Johnathan Stevenson, Marie Stevenson felt the 1-year extension was just an excuse to prolong the project.  AHEAD has had 2 years to begin.  Johnathan Stevenson, Marie Stevenson and Mike Bruno opposed.
Mike Bruno expected an abutter to be at the meeting, but they were not. Mr. Bruno explained why he had voted no on the original Site Plan. The engineer was asked about the existing water from the clear-cut years ago.  Clear cut was done, and the neighbors had increased water in their basement.   It appears your engineer would keep it status quo.  Not trying to prevent or divert the water but to only not make it worse.  For that my vote was no.  It seems to me a project of this size should be consistent with being a good neighbor.
If AHEAD wanted to be a good neighbor and good steward they would attempt to help with the water issue. He was hoping that the engineer would plan on reducing the water. For this; was his no vote.

Johnathan Stevenson explained that he believed that AHEAD has had plenty of time to begin the project and believed that they should only be given a 3-month extension. He didn’t want to set an example to let things go on and on.

Johnathan Stevenson motion for a 3-month extension pending an extension from the ZBA for multifamily housing Marie Stevenson seconded.  4-2 motion passes.  Linda Moore and Mike Bruno opposed.

AHEAD project Lloyds Hill approved for a 3-month extension pending Zoning Board extension for SE for multifamily housing.  3 month extension will end December 26, 2018.

Open Business Retention and Economic UNH co-op

Mike Bruno and Chris McGrath would like to find out about other towns resources for business.  They would like everyone to be subject to the same checklist.  Rita Farrell asked about what was being discussed.  Mike Bruno explained that page 19 of the BR&E pertains to planning board.  It explains how to grow your business and making it easier to participate in the town permit process.   Chris McGrath asked if secretary could find out from others town about their business plan.  Secretary will try and reach out to Geoff Sewakki from UNH co-operative.

Chris McGrath submitted a copy of planning board training from NHMA on site training.  He suggested the board contact other towns and find out if they would be interested in Planning Board training at their offices.  Onsite Office trainings can be about $450.00.  The board discussed bringing this up after the elections for new board members. This could be on next years budget.
