Lon Weston opened the public meeting at 6:00 pm.
The board read over the minutes from September 27, 2016. Patrick Doughty has some amendments. Amy motion to accept the minutes with changes and Patrick Doughty seconds 4-0 motion carries
Lon read the Agenda for the public meeting for a motion to appeal minimum lot frontage for Lloyd Hills, AHEAD from a granted lot frontage from October 13, 2016.
Patrick Doughty asked if we received an appeal for Special Exception. No there is not an appeal in for a SE, only for the minimum lot frontage said Lon Weston.
Prior to 1984, do we know what the lot looked like asked Patrick Doughty? Barbara owned both properties and it went all the way around the Neuringer property. There was always frontage there. The board thinks the sub lot was not correct. The subdivision is what changed it. Was the Equitable Waiver even needed asked Patrick? There was always 100 feet, the other lot is in compliance. The other lot had 500 feet.
Lon asked the board if they want to rehear the case, Amy feels as though if we open it back up were going to be placed in a position where we need to follow to what we’ve seen as state wide, combining the frontage. Patrick is not in favor of rehearing the case. Amy said that if we did, it would end up being exactly the same outcome. Bethlehem will have the precedent to be able to combine the frontages, since they are not defined in our zoning ordinance. Patrick brought up the three letters from towns attorneys concerning the appeal.
RSA 674-33a for equitable waiver was referred too. The minutes for the equitable waiver will have reference to c & d should have been in the minutes. This RSA 674-33a, c&d are included in the decision. Amy motions to not rehear the appeal.
Patrick brought up the last paragraph of the Equitable Waiver appeal. The Epstein and Neuringer families are somehow trying to include Special Exception in along with the Equitable Waiver, it has either been snuck in there intentionally or not said Amy. The title for the appeal is Equitable Waiver Lot Frontage. Patrick is ready to vote.
Amy Delventhal motioned to again not grant the Equitable Waiver Appeal for the Epstein’s and the Neuringers. Allan Jackson seconds 4-0 motion carries.

Zoning board work session:
The board looked over the checklist for special exceptions and variances as to what items are pertinent and which are not. The new checklist will reflect the changes going forward after the first of the year.
