November 3, 2016

Present:
Selectman Laleme, Selectman Blanchard, Selectman Ubaldo.

Selectman Laleme opened the meeting at 6:00pm.

The Board reviewed the tax rate information. Chairman Glavac gave his input to April to share with the Board and wants to use $200,000 from the unreserved fund to offset the tax rate and use $350,000 to write a warrant article to use for the roads. Selectman Staples also gave input to April and said she would be ok with using some money to offset but wants to leave a healthy amount in the fund and she would also be ok with using some for roads but she wouldn’t want to do both.

Selectman Ubaldo said he would like to use $350,000 to lower the tax rate.

Selectman Blanchard said he would like to keep the taxes under control and also would like to use 350,000.00 to lower the tax rate to $27.24.

Selectman Laleme doesn’t want to spend the emergency fund if we don’t need to and to use it to lower taxes when we can. She said we have been increasing asphalt in the budget every year. She said she would rather use a less amount to offset the taxes and moved to apply $300,000 to lower the tax rate to $27.46. Selectman Blanchard seconded. The Board discussed what constitutes an emergency to be able to use the unreserved fund and said for floods, hurricanes, and legal or welfare budgets going over. Selectman Laleme thinks Chairman Glavac’s idea is good but we need to keep the reserves. Carried 3-0.

The Board reviewed the different options for health insurance. Selectman Laleme said based on the pay scale of the employees she doesn’t want to increase the $1000.00 deductible. Selectman Blanchard said due to employee retention he doesn’t want to see costs increased. Selectman Ubaldo agreed. Selectman Blanchard moved to keep the same plan with the same employer % of 87/84/82. Selectman Laleme seconded. Carried 3-0.

Selectman Laleme said correspondence is in the folder that will be available in the office. The Board reviewed the minutes from 10/24/16. Selectman Blanchard moved to approve the minutes. Selectman Ubaldo seconded. Carried 3-0.

The Board discussed the Christmas in Bethlehem event that Bethlehem Emergency Services has put on. Selectman Laleme moved to make it a Town event. Selectman Ubaldo seconded. Carried 3-0.

The Board discussed purchasing runner rugs for the doorways and canceling the rental contract with the rug company. They tabled this until they get the cost to purchase the rugs.

The Board reviewed quotes for repairs to the outside of the country club where windows had been removed. The quotes were: Steve Healey – $2500.00, Scott Himmer – $1644.00, and SPB Builders – $1750.00. Selectman Laleme moved to go with Scott Himmer for $1644.00. Selectman Blanchard seconded. Carried 3-0.

The Board reviewed a nomination for the local river advisory. Selectman Laleme moved to nominate Marilyn Johnson. Selectman Blanchard seconded. Carried 3-0.

At 6:30 Selectman Laleme moved to go into non-public session per RSA 91 A:3 for matters of reputation. Selectman Blanchard seconded. Selectman Laleme did roll call with all members agreeing to go into non-public session. The Board discussed an abatement issue. At 6:45 Selectman Laleme moved to come out of non-
public session. Selectman Blanchard seconded. Selectman Laleme did roll call with all members agreeing to come out of non-public session.

At 6:45 Selectman Laleme moved to adjourn. Selectman Blanchard seconded. Carried 3-0.
