Meeting Minutes
Bethlehem Town Building Meeting Room
November 19, 2012
Present: Chairman Jerry Blanchard, Selectman Mark Fiorentino, Selectman Sandy Laleme.
At 6:30 Chairman Blanchard opened the meeting.
Pat Garvin from North Country Council came before the Board to present a Language Access Plan for CDBG projects. She explained to the Board the grant cannot be closed without adopting this plan. Ms. Garvin said it needs to be adopted before the hearing on Dec. 10th. Chairman Blanchard said he will look it over and have the rest of the Board do the same.
Police Chief, Mike Ho-Sing-Loy, came before the Board to present the police budget(copy attached). Selectman Laleme asked if any raises were built into the budget and Chief Ho-Sing-Loy said no, not this year. Chief Ho-Sing-Loy also left with the Board his Capital Reserve requests of $15,000.00 for a cruiser and $5000.00 for police equipment.
Chairman Blanchard discussed a letter that was sent to the Board questioning ordinances about trailers being parked on properties. Chairman Blanchard said this will be looked into and will report on it at the next meeting.
The Board discussed the minutes from 11/13/12 but tabled them until next week.
Chairman Blanchard moved to change the employer % for dental insurance to match the % for medical insurance which is 89 for singles plan, 86 for 2-person plan, and 84 for family plan. Selectman Fiorentino seconded. Carried 3-0.
At 7:10 Chairman Blanchard moved to go into non-public session per 91A for matters of personnel. Selectman Laleme seconded. Chairman Blanchard did roll call with all members agreeing to go into non-public session.
Chief Ho-Sing-Loy brought his new part-time officer in to meet the Board.
At 7:30 Chairman Blanchard moved to come out of non-public session. Selectman Laleme seconded. Carried 3-0. Chairman Blanchard did roll call with all members agreeing to come out of non-public session.
At 7:30 Chairman Blanchard moved to adjourn. Selectman Laleme seconded. Carried 3:0.
