Planning Board
December 12, 2018

6:00 pm

Present: Dave Wiley, Johnathan Stevenson, Marie Stevenson, Chris McGrath Vice Chair and Michael Bruno
Absent: David Rodrigues

Vice Chair Chris McGrath opened the meeting at 6:00 pm and read the AGENDA. Tish Webber 50 Peppersas Lane was asked to explain her home business. As an herbalist and nutritionist she works with clients with the aim to restore their vitality giving the bodies to heal itself. She uses herbs to assist the body through these health improvements and incorporating aspects of yoga and reiki where needed to provide a holistic approach to better health. The business will initially be conducted in the existing walk out basement but will eventually move to the space over the garage. She is the sole manager and operator of the business. Consultations can take anywhere from 30 mins to 2 hours. There will be plenty of parking, as she does not expect to see more than 3-4 clients per week. Tuesday – Thursday 10am to 6pm regular hours unless she needs to accommodate a client.

Dave Wiley motion to waive Site Plan Review Mike Bruno second 5-0 motion passes

Mike Bruno mention to Tish Webber that she will need to acquire a sign permit from the Select Board.

Minutes from November 28, 2018 Dave Wiley motion to approve minutes Marie Stevenson second 4-1 motion passes Mike Bruno abstained

Chris McGrath is on the Bretzfelder committee. He explained that a TV was stolen from the lower level of the building. Members of the board asked why there is not a link on the website regarding police and fire activity. Referring to 91:A (right to know law)

There was a discussion about the ZBA email from Patrick Doughty requesting the Planning Board not to approve a project until all the state and local permits are approved. Mike Bruno explained that he does not feel as though the planning board should do this. There is already a 2-year window for approved projects. Dave Wiley said that is not good business. This will not be welcoming to a proposed project. He explained how a local project had all their applications from DOT disappear through a DOT computer crash and in so, DOT had no plan base anymore. There are currently outstanding projects up and down main street that we don’t choose to enforce. We can’t pick and choose who to approve or not.

Private roads became a discussion regarding the Engineer on the project signing off on road specs. What does the town expect on road speciation’s for private roads? Johnathan Stevenson and Brett Jackson (road agent) will submit a proposed plan in the future.

The deadline for proposed warrant articles is December 12, 2018. The planning board does not have any proposed warrant articles at this time.

Fees for publishing legal ads were increased from $75.00 per issues to $100.00 per issue
Motion to increase newspaper fees 25% Mike Bruno Dave Wiley second 5-0 motion passes
Mike Bruno would like the second Wednesday of the month to be for projects and the 4th Wednesday be for board business. Unless a project fails to fall between the 30-day window. Mike Bruno motion Dave Wiley second 5-0

Next Planning Board meeting will be January 9, 2019.

Marie Stevenson motion to adjourn Dave Wiley second 5-0 All in favor
