Bethlehem Board of Selectmen
Meeting Minutes
December 18, 2017

Present: Chairman Moritz, Selectman Boisseau, Selectman Ubaldo, Selectman Moore.

Chairman Moritz opened the meeting at 6:00 pm.

PUBLIC INPUT

Chris McGrath told the Board they were doing a good job.

Chairman Moritz said they received one bid from Affinity LED Lighting Company. She explained the RFP was posted and sent out but didn’t hear back from any others. She said she feels comfortable going forward after getting information from other municipalities. Selectman Ubaldo asked about looking into lighting by the church, skate park, and Strawberry Hill Road during the project and Chairman Moritz said a light study will be done. Chairman Moritz moved to move forward to award LED Streetlight project to Affinity contingent on warrant article passing in March. Selectman Ubaldo seconded. Carried 4-0.

The Board reviewed the investment policy that needs to be readopted yearly. Chairman Moritz moved to re-adopt the current investment policy.

Chairman Moritz reviewed a letter received about KENO and asked the Board if they felt we should have a warrant article to allow KENO in Bethlehem. Selectman Ubaldo wants more information. There was a question of where they would be. Chris Jensen said it has been in the news for awhile and if not 1 person has come to Board to inquire why have a warrant article for it. The Board tabled this.

The Board reviewed an abatement due to overpaid taxes. Chairman Moritz moved to approve the abatement for Map/Lot 414/015 for $3,980.23. Selectman Moore seconded. Carried 4-0.

It was noted the budget hearing will be on January 15 and the Deliberative will be on Feb. 5th.

At 6:15 Chairman Moritz moved to go into non-public session per RSA 91 A:3II for matters on personnel. Selectman Moore seconded. Chairman Moritz did roll call with all members agreeing to go into non-public session.
Dann objected to the non-public because people who pay the salaries should be included.
The Board discussed raises based on incentives.
Chairman Moritz moved to approve raises for Jeff Dube and Zach Bushway. Selectman Ubaldo seconded. Carried 4-0.

At 6:25 Chairman Moritz moved to come out of non-public session. Selectman Moore seconded. Chairman Moritz did roll call with all members agreeing to come out of non-public session.

At 6:25 Selectman Moore moved to adjourn. Selectman Boisseau seconded. Carried 4-0.
