Bethlehem Town Building Meeting Room
December 3, 2012

Present: Chairman Jerry Blanchard, Selectman Sandy Laleme, Selectman Martin Glavac, Selectman Mike Culver.

At 6:31Chairman Blanchard opened the meeting.

Gary Lynn from the NH Department of Environmental Services came before the Board to talk about possible contamination from the Stoney property on River Road and went over with the Board the different options the town has to assess and possibly fix the problem. It was decided that initially the water would be tested from the neighboring properties. This will be done at no cost to the homeowner or the town.

Selectman Laleme moved to have DES test the water of neighboring properties and the Board will read over materials to determine if the town will go any further with testing. Chairman Blanchard seconded. Chairman Blanchard asked if they found water that is contaminated would filters be offered to homeowners at no charge. Mr. Lynn told him yes. Selectman Laleme said the Board at this point is just authorizing water testing and filtering if contaminated. Carried 3-0 (Selectman Culver abstained).

Representatives from Grafton County Senior Citizens Council came in to do a presentation for the budget allocation request. Roberta Berner, Patricia Brady and Kate Vaugh explained the services they provide which includes meals on wheels. They serve 98 to 100 people from Bethlehem and will be requesting $3500.00.

Brett Jackson, Road Agent, reviewed the cemetery budget with the Board.

Rhienna Miscio, Recreation Director presented the Recreation budget. There was discussion about the skating rink and how to get that up and going this season. Sovereign Journey has an apprenticeship program and would like one of their clients to volunteer for Rec. Selectman Laleme explained that the person has had background check. Selectman Laleme moved to allow Sovereign Journey to utilize their apprenticeship program with our Rec dept. Chairman Blanchard seconded. Carried 4-0.

The Board signed a complete MS1 report to reflect they signed for the whole report.

The Board reviewed the minutes form 11/26/12. Chairman Blanchard moved to approve the minutes from 11/26/12 as amended. Selectman Culver seconded. Carried 4-0.

The Board discussed whether paved driveways should be picked up by KRT Appraisal as they are doing the town’s revaluation. Selectman Culver asked what the depreciation formula is and Chairman Blanchard said he would call Rob at KRT to find out.

The Board reviewed the pool bills that were paid by the Village District. Chairman Blanchard signed the request from the Village District to be reimbursed. Selectman Laleme said a new liaison should be appointed to the pool committee. Selectman Glavac agreed to be the liaison. Selectman Laleme said they should give the town an update and she also said after repairs are finished the responsibility of the pool will revert back to the Rec director.

The Board reviewed the Language Access Plan. Selectman Laleme moved to adopt the Language Access Plan for CDBG Projects. Chairman Blanchard seconded. Carried 4-0.

Chairman Blanchard read the quote from KRT to assess the poles and wires for $4000.00 and would be an addendum to the contract. Selectman Culver moved to accept the quote for $4000.00. Selectman Laleme seconded. Carried 4-0.

Selectman Laleme said the low bid for the floor is $3,625.00 and would like to do it out of the building maintenance line. Selectman Laleme moved to refinish the floor for $3625.00 and to take out of building maintenance. Chairman Blanchard seconded. Selectman Culver said the floor will get damaged from dragging chairs etc. across it. Selectman Culver also asked about the holes that need to be filled in and if the quote included that. Selectman Laleme said it didn’t include that and she could ask what that would cost. Selectman Laleme withdrew her motion, Chairman Blanchard withdrew his second. Chairman Blanchard said in the meantime we should try to find somewhere for the chairs.

At 8:00 Chairman Blanchard moved to go into non-public per 91A for matters of personnel. Selectman Culver seconded. Carried 4-0. Chairman Blanchard did roll call with all members agreeing to go into non-public session.

The Board discussed personnel issues.

At 9:15 Chairman Blanchard moved to come out of non-public session. Selectman Glavac seconded. Carried 4-0.

The Board discussed a salt shed for the highway garage. Chairman Blanchard moved to allow Brett to get the lumber needed for the salt shed. Selectman Culver seconded. Carried 4-0.

Chairman Blanchard moved to allow Brett to advertise to hire for a PT highway position. Selectman Laleme seconded. Carried 4-0.

At 9:20 Chairman Blanchard moved to adjourn. Selectman Laleme seconded. Carried 4-0.
