MEETING MINUTES
BETHLEHEM TOWN BUILDING MEETING ROOM
JULY 16, 2012

Present: Selectman Mike Culver, Selectman Jerry Blanchard, Selectman Sandy Laleme

Selectman Culver opened the meeting at 6:30 pm.

The Selectmen signed a corrected taxwarrant for 2012 removing Dianne Lambert’s name and adding Claudia Brown’s name instead. The Board also signed 2 tax warrants from 2011.

The Selectmen discussed whether a public hearing will be necessary for a timber cut on a scenic road.
The board will look into this.

It was noted that the inspection report for the Bethlehem Country club restaurant needs to be signed.

Selectman Culver stated that the startup fee for Procare Software for the Recreation Department would
cost $2114.00. The software will need a high speed connection to run properly. The Company provides
all of the necessary backup. It would cost $43.50 per month to run after initial fee for the transactions. It would be cheaper for the town to host the program but would be more of a headache.

Selectman Laleme stated that she would like to have Recreation Director Tara Bailey come in to answer
some questions regarding this software.

Selectman Culver stated that he has received a price for the proposed new server. The server will cost
$8,658.48, $5758.00 for Hardware and software with the balance for labor. The server will come
with a five year warranty. Redundancy is built into it. As data is scattered across several drives the server will still run if a drive goes down.

Selectman Laleme moved to purchase the server as presented from Profile Technologies for $8,658.48.
The motion was seconded by Selectman Blanchard and carried 3-0.

Selectman Blanchard contacted David Pilotte regarding the poison ivy at the pool site. Mr. Pilotte stated
that his license does not allow him to spray off site from the country club. They will try to get the
contact information of the person who sprayed the area last year.

Selectman Laleme stated that the Vision software people will be here at 9:00 am on Wednesday. There
was some question regarding if the office should be closed that day. It was decided that Dianne could
handle it without closing the office.

Laura Morse will be training the employees on the use of the AED’s.

Trombley’s Heating and Plumbing will be here on Wednesday. Selectman Blanchard asked if Alan Jackson had been notified.

It was stated that he was. Sandy is discussing some co-training with Karen Noyes from Littleton and we will have the use of Littleton’s LCD.

Selectman Laleme stated that Purvis and Associates have until the end of the week to respond to the
letter which was sent from the Selectmen. A copy of the letter also went to Josephine Belville of DRA.

There was discussion about the possibility of approx. $20,000.00 in tax credits that will need to be
issued.

The process for deeded the unknown lot was discussed. It was stated that until they are taxed for 3
years you can’t do anything with them.

It was brought to everyone’s attention the new law that the Conservation Commission cannot go onto
private property without the owner’s permission. They cannot do anything with this land until the Town
officially owns it.

Selectman Laleme moved to put this lot back onto the tax rolls. The motion was seconded by Selectman
Blanchard and carried 3-0.

It was noted that the law may nullify the warrant article giving the lot to the Town Forest.

Ms. Rita Farrell asked what RSA they were referring to. The response was that Mary Jackson will get her
the RSA number.

Ms. Farrell asked about the title search on the lot. Selectman Laleme stated that the board was still
looking into this but that Cheryl Jensen had mentioned a title search.

Ms. Farrell stated that anyone can do a title search online.

Selectman Laleme noted that Cheryl Jensen had indicated that she had that information and is waiting
to confirm with her.

Ms. Farrell asked the Board to hold off on voting until more information can be obtained.

Selectman Culver stated that the title search would be needed before the deed can be drawn up.

Julian Czarny asked if the Town has any obligation to do the title search. Does the law require a
bonifide title search. Selectman Laleme stated that the Board is not sure of this answer.

Selectman Culver stated that no one knows if this particular lot will get deeded in three years. The
Board will ask Mary to check on the requirements of the title search.

Ms. Farrell asked what happens if the owner of the subject lot comes forward.

Selectman Laleme stated that if this happens, the owner would have to pay all of the back taxes.

Selectman Laleme stated that Cheryl Sargent has offered to move her retirement date up to July 27th.
She feels that the new employees hired are ready to step in to their positions. The Board agreed to let
Cheryl retire on July 27th.

Joe Riley is working on setting up the email addresses as requested by the Board. Mike Culver asked
that Joe be asked the cost of having a minimum of 100mgs per email address. April will ask Joe.

Selectman Blanchard discussed the lease on the Country Club equipment. It does not have a clause. Selectman Blanchard moved to approve the lease with the condition that the lease company put in the
proper verbiage of taking the equipment back if the funding is not passed in the budget. The motion
was seconded by Selectman Laleme and carried 3-0.

Julian Czarny asked about the procurement of the defibrillators with the State.

Selectman Culver stated that any business private or public is open to use this grant for the AED’s .

Ms. Farrell discussed the Dollar Store and Northern Pass issues. She noted that there was a big meeting
in Sugar Hill on the Northern Pass project. She noted that there was a large representation from several
various agencies. She asked if the Selectmen have a specific representative to take part in these
meetings.

Selectman Culver noted that the Board has not voted to take a position on this matter.

Ms. Farrell stated that Rite Aid lost their permit to bring a store into Henniker. An executive from this
chain went to prison for fraud. She added that she knows of three businesses in Bethlehem that will
close of sell if dollar General comes to town.

Ms. Farrell asked about making Bethlehem a Historical District and how that would prevent that type of building.

Selectman Laleme stated that until the Dollar Store applies for an application there is nothing to discuss.

If Bethlehem agrees to have a Historical district that would prohibit a building such as this from coming
in to Main Street. She added that this could cause problems with maintaining the town building and
creating this District would require a town vote.

Ms. Farrell stated that either the Town or the Heritage Committee could initiate this.

Selectman Laleme motioned to go into Non-Public session per 91A for personnel reasons.

Selectman Fiorentino arrived at 7:15.

Selectman Blanchard seconded. Carried 3-0.

Selectman Culver did roll call. All agreed to enter into non-public session.

Reviewed employee time sheet, letter will be sent addressing it.

Employee hire forms discussed and signed.

Selectman Culver motioned to come out of non-public session at 8:00 pm. Selectman Fiorentino
seconded. Carried 4-0.

At 8:00 pm Selectman Culver motioned to adjourn. Selectman Blanchard seconded. Carried 4-0.
