Bethlehem Town Building Meeting Room
February 25, 2013
Present: Chairman Blanchard, Selectman Culver, Selectman Laleme, Selectman Fiorentino, Selectman Glavac
At 6:30 Chairman Blanchard opened the meeting.
Chairman Blanchard brought up for discussion the vacation Rec program. Rhienna Miscio said she would like to reconsider whether or not to even offer vacation rec. She said she has had to cancel the last 2 because of lack of sign ups and she doesn’t want to keep putting it out there to then cancel. Selectman Laleme asked what the highest enrollment was for sign ups. Rhienna said it was 8. Selectman Laleme moved to eliminate the vacation rec program for the rest of this year. Selectman Fiorentino seconded. Rhienna said she will look into other vacation rec programs in NH and do some research. Selectman Culver and Selectman Glavac asked Rhienna what needed to be charged to be able to run the program. Rhienna said she will research. Carried 4-1 (Selectman Glavac opposed).
The Board discussed the Playground equipment. The gorilla playset will be donated to a needy family. Rhienna will talk to Dawn to find a family in need. Chairman Blanchard said the two plastic playsets also have to be removed and asked Rhienna to find families to give those to as well. Chairman Blanchard moved to have Rhienna work with Dawn on finding a family or families to take the Gorilla set and the two plastic pieces. Selectman Laleme seconded. Carried 5-0.
Selectman Laleme moved to have the merry go round and the big metal slide removed as soon as the weather permits and have Rhienna start the process and also to fix the train. Selectman Glavac seconded. Carried 5-0.
The Board reviewed the minutes from 01/28/13. Chairman Blanchard moved to approve the minutes as written. Selectman Laleme seconded. Carried 4-0. (Selectman Culver abstained).
The Board discussed the flag pole light; Nicole got a price for a solar light for the pole that lasts 8 hours. Peter Roy said that it is dark for 12 hours in the winter. Selectman Culver said the flag should come down every night if it is not lit. The Board will research this further.
Selectman Culver asked on behalf of Bethlehem Emergency Services if the fields would be available on March 30th for the Easter egg hunt. Rhienna said yes they were available for that. Selectman Laleme moved to allow BES use of the fields for the Easter egg hunt of March 30, 2013. Selectman Glavac seconded. Carried 5-0.
Chairman Blanchard moved to send letters to the owners of Cedarcroft and Cruft buildings with notice to inspect. Selectman Culver seconded. There was discussion about who would be going in for the inspection. It was determined that the Building Inspector, Jack and Jerry would do the inspections. Carried 5-0.
The Board reviewed and signed the abatement for White Mtn. School and notice of lien letters. Chairman Blanchard moved to approve the abatement for White Mtn. School. Selectman Laleme seconded. Carried 5-0.
Rita Farrell told the Board about a town that was in litigation with Rite Aid and said the Town won; she said the judge ruled the Planning Board can consider aesthetic concerns. She said Rite Aid never appealed the decision. Rita also said at a Planning Board meeting in December an elected official said something about zoning ordinances and “takings”. She said an elected official told another elected officials that they need to be careful when speaking in public. Selectman Culver said he doesn’t remember anything being said about taken properties. Selectman Fiorentino said the recommendation came from Brenda that until “it” came before the Planning Board that it is not to be discussed. Selectman Culver said the answer isn’t on tape that you would have to see the minutes because Julian and everyone else had already left.
Rita said she will get a copy of the tape to see when she heard “takings”. Selectman Culver said
LGC advised to make it non-public. Dianne said unless it was a formal application they wouldn’t
talk about anything. Selectman Culver said Andrea started to say something and Jeanne told her it wasn’t public yet.
At 7:10 Chairman Blanchard moved to go into non-public session per 91a for matters of reputation and personnel. Selectman Culver seconded. Chairman Blanchard did roll call with all members agreeing to go into non-public session.
The Board brought the safety committee in to discuss with them the playground report that recently surfaced.
The Board discussed personnel issues.
The Board discussed an applicant for the Country Club Rest. Manager position. Selectman Laleme moved to offer the position to R.J. Tessier with a salary of $20,000.00 with $10,000.00 left in budget for employee salaries. Chairman Blanchard seconded. Selectman Glavac said the Board needs to stay on top of how it is working between David and the Rest. Manager. Carried 5-0.
The Board discussed a welfare issue.
Selectman Culver moved that the Assessing Clerk position cannot be held by the Deputy Tax Collector effective 03/13/13. Chairman Blanchard seconded. Carried 5-0.
At 9:10 Chairman Blanchard moved to come out of non-public session. Selectman Laleme seconded. Carried 5-0.
At 9:10 Chairman Blanchard moved to adjourn. Selectman Culver seconded. Carried 5-0.
