Present: Chairperson Laleme, Selectman Culver, Selectman Blanchard, Selectman Glavac.
Chairperson Laleme opened the meeting at 6:05 and asked Rhienna Miscio to come before the Board to review her Recreation Handbook. The Board reviewed the edits that were made in the handbook. Selectman Blanchard suggested adding “parents” to the player responsibilities section so it will be parent, player, and team member responsibilities. There was discussion about capping the number of summer camps spots at 30 and keeping a waiting list for additional children. The Board agreed that if the waitlist had enough kids to warrant hiring another staff to be able to take them that would happen. Selectman Culver said he thinks the
sports program pricing should increase and thinks out of town kids should pay more. It was decided to remove we accept non-Bethlehem residents if permission is granted from their town from the sports section. Selectman Culver said he believes all the pool prices and hours of the pool should be listed in the handbook. Mrs. Miscio said the swim lessons will be from 10:30 to 12:30 and the pool will be open from 1:30 to 6:30 Monday through Saturday and shorter hours on Sunday.
Mrs. Miscio asked the Board about the request from Debra Rosetti to provide ISR swim lessons in our pool which she said is a very popular program. Mrs. Miscio said Ms. Rosetti is insured for 2 million and would pay us 10% of what she charges per student which ranges from $110.00 to $125.00. Mrs. Miscio said she would do these lessons one on one and do it when the pool is open. Mrs. Miscio also said Franconia Recreation also asked about renting our pool to provide swim lessons and said they would bring their own lifeguards and instructors. Selectman Culver said revenue from this would be minimal and questioned if our costs would be covered. Selectman Glavac said Franconia would need to submit a letter saying they assume responsibility. The Board said our staff would have to be there because of liability.
Cheryl Jensen came before the Board to discuss an Alteration of Terrain permit for Stage 5 at NCES. Mrs. Jensen said any Board or Commissions who want to comment on it can do so up until March 30th. She said Tom Roy was hired prior to review the AOT permit and suggested they have him review this one. She said it is not clear if the drainage is outside of the 10 acre area because the boundary line isn’t indicated. Mrs. Jensen also said it isn’t clear if the detention pond is beyond the 51 acres. She said she will be meeting with the Planning Board again on March 11th because they wanted to wait and see what the Select Board had to say about hiring Tom Roy to review the AOT application. Mrs. Jensen said Aries reviewed a corrective action plan in 2010 and were helpful and said they have always been helpful. Chairperson Laleme asked Mrs. Jensen if she was asking the Board to pay for Tom Roy to review the plans. Mrs. Jensen said the Conservation Commission hasn’t met yet to discuss this but said she sent an email to Tom Roy to see if he would be able to review and he responded saying he had to ask Brenda (Town attorney). Chairperson Laleme said she wants to review the application and will talk with Brenda. Selectman Culver said someone should call DES. Mrs. Jensen said the Conservation Commission has the authority to do research to protect watershed and natural resources so believes the AOT permit application falls under that. Selectman Glavac asked if they (NCES) were within the 10 acres because Tom Roy already reviewed that. Chairperson Laleme said they looked at the Site Plan Review application to see if it met guidelines of agreement. Selectman Culver said we should ask Tom Roy what he reviewed. Mrs. Jensen said he reviewed the Site Plan Review plans that were dated Oct. 2014 and the new plans are dated Jan. 2015. Joyce Menard asked that the square feet be looked into because it equals out to be 13.7 acres. Peter Menard asked if we know what is in the 10 acres and what is beyond the 10 acres. Kevin Roy said Tom Roy reviewed the Site Plan Review plans and he said there are structures outside of the 10 acres. He said the Town’s attorney agreed they could modify those structures and he said the AOT plans are identical to SPR plans but gets looked at deeper. Peter Menard asked if they plan on doing new structures outside the 10 acres. Kevin Roy said they are modifying the drainage structures but there will not be any new structures. Rita Farrell asked if the agreement is on the website. She said she googled and found some additional parts of the agreement. She showed some maps to the Board. Chairperson Laleme said the Board will contact DES, Aries, and Brenda, and will review the application.
Andrea Bryant said she is disappointed that there will not be a candidate’s night. Chairperson Laleme said it is too late and can’t get it advertised at this point. She said the Board was too slow on this and apologized for that. Mrs. Farrell asked who is in charge of candidate’s night and said people do it all the time in Town Halls. Chairperson Laleme said previously they were sponsored by the Select Board at the Town Hall and the Board didn’t think a candidate should sponsor it. Selectman Culver said they didn’t want to do it half heartedly. Selectman Blanchard said when he ran for re-election there was not a candidate’s night.
At 7:25 Chairperson Laleme moved to go into non-public session per 91A for threatened litigation, reputation, and personnel. Selectman Culver seconded. Chairperson Laleme did roll call with all members agreeing to go into non-public session.
The Board reviewed a lawsuit and possible settlement. Chairperson Laleme moved to tell the attorney to make the settlement offer. Selectman Blanchard seconded. Carried 4-0.
The Board discussed an ambulance bill. Selectman Blanchard moved to write off an ambulance bill for $749.25. Selectman Glavac seconded. Carried 4-0.
At 8:20 Chairperson Laleme moved to come out of non-public session. Selectman Blanchard seconded. Carried 4-0.
At 8:20 Chairperson Laleme moved to adjourn. Selectman Blanchard seconded. Carried 4-0.
