Meeting Minutes
Bethlehem Town Building Meeting Room
March 11, 2013

Present: Chairman Blanchard, Selectman Fiorentino, Selectman Laleme, Selectman Glavac, Selectmen Culver (arrived at 6:35).

At 6:30 Chairman Blanchard opened the meeting.

The Board discussed the Conservation Commission Reappointments that the Conservation Commission members voted on at their Feb. 28th meeting. The members voted to nominate Marilyn Johnson and Jeanne Robillard
for three-year terms to the Conservation Commission. Chairman Blanchard asked if these available positions were advertised. Cheryl said it wasn’t posted but they have 7 members currently and they can have as many alternates as possible. She said nobody else has contacted them expressing interest. Cheryl said she called John Wedick after she heard he was interested but he said he is not interested at this time. She said if the Board knows of anyone interested to send them to her. Selectman Laleme mov
ed to accept the 2 nominees. Selectman Glavac seconded. Carried 4-0 (Selectman Culver hadn’t
arrived yet).

The Board reviewed a check for $672.77 that the Town received from CleanHarbors. Frank Claffey said he tried to call them to find out what it is for but was unable to speak to anyone. He is asking the Board to accept the money. Chairman Blanchard moved to accept the $672.77 from CleanHarbors. Selectman Fiorentino seconded. Carried 4-0.

The Board reviewed the minutes from 02/25/13, 03/04/13, and 03/07/13. Selectman Culver noted a change to the minutes from 02/25/13. Chairman Blanchard moved to accept the minutes from 02/25/13, 03/04/13 & 03/07/13 with the amendment to the minutes of 02/25/13. Selectman Glavac seconded. Carried 5-0.

The Board reviewed a bill from the library building project and signed it.

The Board reviewed the Thank you letter to the Grafton County commissioners for the painting of the Town Building.

The Board reviewed the letter to be signed for the auditors. Selectman Culver moved to sign the letter. Selectman Laleme seconded. Carried 5-0.

The Board signed an elderly exemption form.

The Board reviewed the eviction notices for the deeded properties. Peter Roy asked if people are living at the properties. Chairman Blanchard said yes some of them are occupied but not all of them. Julian Czarny asked if the records were public. Chairman Blanchard said yes through the Tax Collector’s office.

Cheryl Jensen said the annual roadside cleanup date will be 05/04/13 with a rain/snow date of 05/11/13. They will meet at 9:30 am at the Gazebo and will gather at Bretzfelder after the cleanup. Cheryl said Bethlehem Elementary School wants to partner with them and the details of that are still in the works.

Frank Claffey said he will be looking to get a TAN for April 1st for 1.5 million for a 90 day note.

Julian Czarny brought up the hazardous waste day and how the time was shortened. He asked the Board to ask the company (NCES) to have 2 days, one in the spring and one in the fall for collection and have them be for 4 hours each day. Julian said the company was given 10 acres of land in the settlement and doesn’t want to feel nickeled and dimed by them. Julian also asked if there were quantitative and qualitative standards in the contract for trash pickup. Kevin Roy said the Hazardous Waste Collection day was not part of the agreement but he felt it was necessary to provide it. Kevin also said the reduction of time was suggested for this population. Kevin said 1 day a year is what all the other towns do. Cheryl Jensen asked if most towns do it this early in the year. Kevin said yes, that it is usually around spring cleaning time. Kevin said they can take a survey about preference on time of year.

Peter Roy asked about the flag being illuminated. He was told 2 companies have come to look at it to give us quotes and we are just waiting for the quotes.

At 7:05 Chairman Blanchard moved to go into non-public session per RSA 91a for matters of personnel and reputation. Selectman Culver seconded. Chairman Blanchard did roll call with all members agreeing to go into non-public session.

At 8:20 Chairman Blanchard moved to adjourn. Selectman Fiorentino seconded. Carried 5-0.
