March 25, 2016

Present: Chairman Glavac, Selectman Laleme, Selectman Blanchard, Selectman Ubaldo.

Chairman Glavac opened the meeting at 5:02.

The Board reviewed a letter to the Northern Pass SEC committee about the grouping that were assigned. The acreage for the National Forest in the letter is not correct and needs to be verified and corrected. Cheryl Jensen said the Conservation Commission will send a similar letter and said they will hit on the wetlands and environmental impact. Selectman Ubaldo asked if the Board will be hiring a lawyer to represent us on Northern Pass issues. Selectman Laleme said a lawyer will not be hired this year and said she doesn’t feel it is needed at this point. Selectman Laleme said you lose a part of your voice when you are grouped. Selectman Ubaldo said if the Town Boards are going to be one group then Bethlehem would not be sharing
the expense of a lawyer when/if that time comes. There was discussion about a second letter that has a deadline of April 7th. Mrs. Jensen said there are some big guns that are part of opposing the Northern Pass and said they will be hiring experts and submitting motions for discovery. She said they will uncover everything and we will get the benefit of that without having to hire a lawyer. Selectman Ubaldo said it is going to happen so we need to think about how we want it because once it is approved we won’t have a say on how it comes. Selectman Laleme moved to accept the letter with the RSA paragraph that Mrs. Jensen suggested,
clarifying the acreage for the national forest, and moving last paragraph to 3rd paragraph. Selectman Blanchard seconded. Carried 4-0.

Selectman Laleme moved to draft a letter on timetable issue requesting 2 years. Selectman Blanchard seconded. Carried 4-0.

The Board discussed writing a letter to object to Northern Pass keeping a cost benefit report confidential and objecting to Northern Pass’s request for waivers about removing the infrastructure. Selectman Laleme moved to include those in the April 7th deadline letter. Selectman Ubaldo seconded. Carried 4-0.

The Board discussed and agreed to have the Supervisors of the Checklist have a locked file cabinet in the meeting room so they can use the meeting room for their space in the Town Office.

At 5:40 Selectman Laleme moved to adjourn. Chairman Glavac seconded. Carried 4-0.
