April 18, 2014

Present: Acting Chairperson Blanchard, Selectman Culver, Selectman Glavac

At 5:00pm Chairperson Blanchard opened the meeting.

Chairperson Blanchard said the Board obtained legal advice on the incorrect bids submitted and the advice was to exclude the incorrect bids and award to the next bidder. Chairman Blanchard moved to make the legal advice public. Selectman Culver seconded. Carried 3-0. Selectman Culver read the ad and said it stated that all bids needed to have a 20% deposit.

The Board discussed the bids for Map 204 Lot 1.1 and stated the highest bid was from Great Northwoods with a 5% deposit. Selectman Culver moved to award the bid to the next highest bidder, Steve & Phyllis Oliveira for $1,629.00. Chairperson Blanchard seconded. Selectman Glavac said the Town is losing money because the highest bid was not submitted correctly. Carried 3-0.

The Board discussed the bids for Map 404 Lot 32.1 and stated the highest bid was incorrect. David Gagnon, the highest bidder said the assessed value was incorrect on the paperwork and said the documents said he needed a 5% deposit and said his deposit was for 10%. Selectman Culver explained the document to him that the 5% was to determine the minimum bid for the parcel, not the deposit amount. David Gagnon said it was a misunderstanding and he never read the other paperwork that explained that. Selectman Glavac said the legal advice was to refuse the incorrect bids. Chairperson Blanchard moved to award the bid to the next highest bidder the Rising Star Nominee Trust for $295.00 with a deposit of $59.00. Selectman Glavac seconded. Carried 3-0.

The Board discussed the bids for Map 416 Lot 11 and stated the highest bid from Great Northwoods had a deposit of 5%. Chairperson Blanchard moved to award the bid for Map 416 Lot 11 to The Rising Star Nominee Trust for $2,035.00 Selectman Culver seconded. Carried 3-0.

The Board discussed Map 415 Lot 17.3.8. They said only one bid was received and didn’t include a deposit with the bid. Selectman Culver moved to not accept the bid. Chairperson Blanchard seconded. Carried 3-0.

The Board discussed Map 206 Lot 14. This lot also only received one bid and did not include a deposit with the bid. Selectman Culver moved to not accept the bid. Selectman Glavac seconded. The Board discussed when they can sell these properties again. The Board also discussed if the ad was misleading or
not and determined it was not. The next sale was set for May 12th, 2014. Carried 3-0.

Chairperson Blanchard moved to have another sale on May 12, 2014 for all properties that didn’t sell with the same minimum bid. Selectman Culver seconded. Carried 3-0. The Board reviewed the list from Dave Wiley about the property on River Road that the Town owns and has garbage on it. Dave said the garbage should be removed per our bear ordinance and also said some plywood should be placed on the opening of a concrete pit that is covered with an old tire. The Board also discussed going through an eviction process for that parcel. Chairperson Blanchard moved to search out bidders to clean it up and see about the vehicles there. Selectman Culver seconded. Carried 3-0.

Chief Ho-Sing-Loy said he is down one cruiser and looking at getting lease info for a new cruiser. He said he is looking at an SUV with 4×4 or AWD. The chief will get more info about this.

The Board discussed getting the ad in the Courier and the Caledonian Record as soon as possible for the
sale properties.

At 5:55 Chairperson Blanchard moved to go into non-public per RSA 91-A:3 II (a) to discuss personnel.
Selectman Glavac seconded. Chairperson Blanchard did roll call with all members agreeing to go into
non-public session.

The Board discussed personnel.

At 6:10 Chairman Blanchard moved to come out of non-public session. Selectman Glavac seconded. Carried 3-0.

At 6:10 Chairperson Blanchard moved to adjourn. Selectman Glavac seconded. Carried 3-0.
