May 5, 2014
Present: Chairperson Laleme, Selectman Blanchard, Selectman Culver, Selectman Fiorentino, Selectman Glavac.
Chairperson Laleme opened the meeting at 6:00pm.
Carmen Menard and Mary Cote came before the Board to discuss their interest in earning the Town’s business. Chairperson Laleme invited Frank Claffey up to the table. Mary Cote explained that she
wanted to do needs/options comparison. Mr. Claffey said it would just be for operating budget accounts not the trust fund accounts. Mr. Claffey also mentioned the credit card machine at the country club and Ms. Cote said she could do an analysis for that also. Chairperson Laleme moved to allow Passumpsic Bank to do a proposal. Selectman Glavac seconded. Carried 5-0.
Nicholas Howe and Kevin Killourie came before the Board for Nicholas Howe to repurchase his property on Mt. Cleveland Road. Mr. Howe gave the Board a check for $26,222.34 which is the amount calculated by Mary Jackson, Tax Collector. Chairperson Laleme moved to accept the check for repurchase of Map 418 Lot 8. Selectman Blanchard seconded. Carried 5-0. The Board signed the quitclaim deed and gave it to Mr. Howe.
The Board discussed the police cruiser situation and said the cruiser with the blown engine would be
repaired instead of purchasing another used cruiser. Chairperson Laleme moved to expend $3,000.00 for a rebuilt motor. Selectman Culver seconded. Carried 5-0.
Chairperson Laleme said Walmart has granted the Recreation department a grant for $350.00. Chairperson Laleme also updated the Board that Kevin Clark built 5 picnic tables to put at the tennis courts, park, gazebo, etc. and said Kevin Roy has put garbage cans at the recreation areas for the summer.
The Board reviewed the North Country Council survey and they will do this after the meeting.
The Board discussed the discovery of two headstones at the Cedarcroft property. Dave Wiley went to see if they are on the portion given to the elementary school or on the portion that will be sold. Dave determined they are on the portion that is being sold. There was discussion about putting a fence around them and whether it would qualify as a cemetery or not. Selectman Fiorentino moved to put a short fence around the headstones to commemorate these two graves. Selectman Blanchard seconded. Carried 5-0. There was discussion about public access to the gravestones and that will be looked into.
The Board reviewed a request from Kenneth Gianlorenzo to do a walkthrough on the property and inside the building at 2323 Main Street. Chairperson Laleme moved to allow Mr. Gianlorenzo to accompany the Fire Chief to do a walkthrough of Cedarcroft with proper safety gear. Selectman Culver seconded. Carried 5-0.
The Board reviewed the minutes from 04/18/14. Selectman Blanchard moved to approve the minutes as written. Selectman Culver seconded. Carried 3-0 (Chairperson Laleme and Selectman Fiorentino abstained).
The Board reviewed the minutes from 04/28/14. Chairperson Laleme moved to approve the minutes as written. Selectman Fiorentino seconded. Carried 4-0 (Selectman Glavac abstained).
The Board reviewed some pool bills and signed them.
The Board reviewed a website quote for the email accounts. Selectman Culver will review this.
Selectman Glavac announced the first Broadband meeting was on April 16th and said he wants to post on our website a speed test. Selectman Glavac said the next Broadband meeting is this Wednesday and another one on May 22nd.
Selectman Culver said there are trees down on Wing road and River Road from Aspluph cutting them and people are asking about the wood for firewood. Brett Jackson said the homeowner usually has 1st dibs on it. It was discussed that people should go to the homeowner to inquire about the wood if they are interested.
The Board discussed the River Road property and how a dumpster was donated so now we need to find someone that does rubbish removal to clean it up.
There was discussion about the batting cage being broken. Brett Jackson said he would fix it on Thursday.
At 6:35 Chairperson Laleme moved to go into non-public session per RSA 91-A:3 II (a) & (c). Selectman Culver seconded. Chairperson Laleme did roll call with all members agreeing to go into non-public session.
The Board discussed highway personnel. Chairperson Laleme moved to hire Tyler Murray for $14.50/hr. Selectman Glavac seconded. Carried 4-0 (Selectman Fiorentino abstained).
The Board discussed police personnel.
The Board discussed rec personnel. Chairperson Laleme moved to hire 5 new rec hires. Selectman Culver seconded. Carried 5-0.
The Board discussed Fire Dept. personnel. Chairperson Laleme moved to allow raise for Michael Leslie.
Selectman Blanchard seconded. Carried 4-0 (Selectman Culver abstained).
The Board discussed Country Club personnel. Selectman Glavac moved to pay the Country Club manager 32,000.00/yr for season of March 1st to November 30th. Selectman Fiorentino seconded. Selectman Glavac withdrew his motion. Selectman Fiorentino withdrew his second. Selectman Glavac moved to pay the Bethlehem Country Club manager from March 1st through November 30th each year. Selectman Fiorentino seconded. Carried 5-0.
At 7:45 Chairperson Laleme moved to come out of non-public session. Selectman Blanchard seconded. Carried 5-0.
At 7:45 Chairperson Laleme moved to adjourn. Selectman Blanchard seconded. Carried 5-0.
