BETHLEHEM TOWN HALL MEETING ROOM

Minutes

6:00 pm

 

Present: Mike Bruno Chairman, Dave Wiley Co-chair, Marie Stevenson, Johnathan Stevenson, Neil Brody and Mary Mortiz.

Absent: David Rodrigues

Mr. Bruno opened the meeting at 6pm. He then read the agenda for White Mountain School Modular Faculty Housing Site Plan.  The checklist was complete.

Dave Wiley motioned to accept the Site Plan checklist as complete. John Stevenson seconded 5-0 motion carries.

Seth Burnell from White Mountain School presented the site plan to the board.

The plan includes 2 modular buildings 40×60, the units will have two floors. The existing buildings will be 24 feet from the wetlands.  The sewer line will come from Littleton.  All electric will be underground. The new buildings will become faculty housing.

Chris McGrath said that this is a successful school and the board should approve the Site Plan.

Mr. Bruno motioned to accept the Site Plan review for White Mountain School. Dave Wiley

Seconded 5-0 motion carries

Board Business

 

Minutes from March 22 2017.  Dave Wiley motion to approve minutes from March 22, 2017 corrected to read nominated.  Mike Bruno seconded 4-1 motion carries   Mary Moritz abstained

Bretzfelder would like to have a planning board member for their board.   Mike Bruno nominated Dave Wiley Marie Stevenson seconded the nomination 5-0

Neil Broady arrived at 6:30 to serve on the planning board.

6:30 Site Plan for the Arlington Signature Hotel Deck

Mr. Bruno read the checklist for the Arlington Deck. Several items from the checklist were not included.

  • 1” 40 feet
  • Garbage to the hotel
  • Lighting plan
  • Closing hours to 8:30 per Joel
  • Fire department will determine size of occupancy based on square feet of the deck
  • Fire access lane
  • Hotel and deck designation

Mr. Bruno motioned to accept the checklist as complete with conditions Dave Wiley seconded 6-0 motion carries

Mr. Bruno asked Joel Strulovic to present his site plan. Mr. Strulovic would like to be sure to keep the neighbors happy.  The deck will be an extra place for sitting.  He will be as accommodating as possible.  The deck will be used for getting a tan, rest, or read a book.   He then notes that the Arlington dining room is open to everyone, just make a reservation.

Dave Wiley asked the elevation of the deck. Mr. Strulovic replied that it will be level with the hotel and level off to the Sawyer Cottage.  There will be 4 steps up and down from the Arlington end of the deck.  Is it the intention of the Arlington to join the properties to meet the setbacks Mr. Wiley asked.  Yes it is answered Mr. Strulovic. There will be roll up awnings on the sides of the cover/tent.  Mr. Bruno asked if it is a permanent structure, and where guests will go to the restroom. There is a rest room off small dining room in the basement of the hotel.

Amy Delventhal asked if they should have come to zoning first since this said deck is suggested for other uses. How permanent /semi permanent is the deck going to be? Mr. Bruno stated that the deck it is allowed in district one.  They can eat outside.   Amy Delventhal said there are large celebrations, yes Mr. Strulovic answered they are concurrent with holidays, Sukas , weddings, private recreation area.   Many nights the noise goes on past the 10pm curfew. Sukas goes on for 7 days.  The music played late and not shut down by 10 Amy Delventhal said.  She wants to be a good neighbor but she is here to say the noise often extends beyond 10pm.  Mr. Bruno told the public that the enforcement issue should be taken up with the Selectboard.

Rita asked if the town has a State code for tents?

Mike Bruno made a motion to make an email from NHMA regarding tents public.   Marie Stevenson seconded 6-0 motion carries.

Email will be in the Arlington file.

Matt Christoff has called the police department many times about the noise. The GM for the Arlington asked is there is decibel order in the town.   Rita said that there is one for the town.   Mr. Bruno said that Mary Moritz will be looking into that as Select Board. The Selectboard will become the enforcement on the 10pm noise curfew.  The police have been called many times for the noise.

Scott Lequiate lives 600 feet from the Arlington and says the noise is unbearable at times. The 3 nights of Zukas went well after hours. What is this tent going to turn into?  Amy Delventhal wants to know if they are going to merge the land for the Sawyer House and Arlington.  General Manger for the Arlington asked about the checklist already being approved.  Mike Bruno explained to him that was not the approval for site plan only the checklist.

Casey Christoff asked how do you know when you are open. You need to make a reservation Joel Strulovic answered.

Chris Mcgrath said that the board should focus on the deck.

Don Lavoie said the your approving something, then something different can happen. They just do things as they go along. Dave Wiley said that Mr. Strulovic got an engineer to change the parking for an abutter and keep the woods.  He is trying into the fit into the neighborhood.  The Arlington people will work with us.  There was no special permit for parking; he met the requirements for district one main street.  Mr. Wiley advises them to merge Sawyer house and Arlington.  Mr. Bruno read a letter from Mr. Gould.   Mr. Bruno cannot support Mr. Gould’s parking criteria.  Property is district one main street.  Not required to have parking.  This letter will be part of the Arlington deck file.

Rita Farrell asked if when serving food on the deck, you doubling the seating? No, when we are at capacity there will be no more served.  He states that he is not a liar, he never swears.  Mr. Wiley said Mr. Strulovic spent $12,000 dollars for a drain issue.  He delayed the project for Carol and Amy to keep the woods. He is working with the neighborhood.  Mr. Strulovic added that he pays $80.000 in taxes to Bethlehem.

Casey Christoff trys to garden and guests watch her. She tries to wave and say hi and people just stare and not engage.   And now with the deck concern, there will be no privacy.  Mike Bruno would you want to put a barrier up, like a fence in your backyard?  Have the abutter talk with developer, and get a privacy barrier.  The Christofis have experienced the noise, the tent was awful, and the baby couldn’t sleep.  No windows can be open due to the noise.

Neil Brody likes having them as neighbors. Just some lighting issues

Mike Bruno said all business on Main Street should have the same rules as the Colonial, Wren, and Irving. The town does not select one business over another to accommodate the needs of the town.  Marie Stevenson said all businesses suffer during the concerts.  If there’s   partying beyond the curfew and people are making noise call the police.   Let’s try to get along.

The town needs to create a warrant article for noise for the March election.  Mary Mortiz said that Rosa’s music goes off at 10pm.
