BETHLEHEM TOWN HALL MEETING ROOM
Minutes
6:00 pm

Present:  Patrick Doughty Chair, Amy Delventhal, Mike Culver and Andrea Bryant
Absent: Kim Johnson

Patrick Doughty Chair opened the meeting at 6:00 and read the Agenda.
Tory and Laura Walls are looking for a Special Exception to their home assembly business. Amy Delventhal read the checklist and determined it to be complete.  Amy Delventhal made a motion to accept the checklist as complete.  Mike Culver seconded 4-0 motion passes

Mr. Walls was asked to explain his home business.  Tory and Laura Walls would like to open a home business at 101 Hydro Lane.  The business will include assembling rifles, pistols and holsters. They will also be gunsmithing.  In District II a Special Exception is required for processing, fabrication, and assembly.  Mr. Walls explained that the business will receive very little traffic.  All assembly will be in doors.  Most business is being done online.  They will be testing their equipment on the premises and are planning on purchasing diffusers soon.  Mr. Drier abutter asked about the noise that will be created.  Mr. Wall answered:  That he is a good neighbor and has never had any complaints about noise from his property.   Chris McGrath and James Martin said that it is a good, safe location for the business.  Andrea Bryant asked about the towns noise ordinance.  The town does not have a noise ordinance, only a keeping of the peace from 10:00pm to 8:00am.  Your noise can not be heard within a 300 foot radius of the property.  You can shoot on your own property, if it is safe to do that.

Patrick Doughty read the Criteria for a Special Exception

Pat Doughty explained that each of the five criterion is individually voted on. All five criteria were unanimously approved. 4-0
With one addition to #3 (noise) Keeping the peace between the hours of 10pm to 8am. With all 5 criteria met.  The SE for Walls was approved.

Closed Walls Special Exception

Open Brantley SE

Amy Delventhal read the Special Exception application checklist.  She motioned to accept the application as complete and Mike Culver seconded.  4-0

Mr. Brantley is seeking a Special Exception for side setbacks, from 30 feet to 15 feet.  His plan is to build a barn/garage in the back of his property at 731 Maple Street.  The building will be a 40×30 two story.  He plans on storing lawn movers, tools and a place to repair his cars.  Gardner Kellogg (architect) has walked the property with Mr. Brantley and determined where the building should be, taking into account the deep slope to the left of the house and the natural flow of the property.

There was no public input

Patrick Doughty read the 5 criteria.  All 5 criteria were approved by a 4-0 vote.
With all 5 criteria met, the SE for Brantley was approved.

Election of Chairman

Patrick Doughty nominated Mike Culver to Chair; seconded by Andrea Bryant
All in favor. 4-0
Mike Culver unanimously elected Zoning Board Chairman

Debbie Bayley will send each of the applicants their approval letter.

There was discussion about the criteria.  Debbie Bayley will be checking with town attorney.

Mike Culver motion to adjourn 4-0
