Meeting Minutes
Bethlehem Town Building Meeting Room
June 10, 2013
Present: Chairman Blanchard, Selectman Laleme, Selectman Culver.
Chairman Blanchard opened the meeting at 6:33.
Fallon came before the Board to talk about her ideas to clean up the skate park. She explained that her
and some other interested community members would like to initially put in some raised garden beds and do some plantings on the hill on the far side of the skate park. She said she thinks ½ of the rink should remain a skating rink with the other half to become a skate park. She asked the Board to work with her on this and said the committee meets once a month and will be meeting again this Sunday. Fallon said she has spoken with Rhienna about this so she is aware and ok with her ideas. Selectman Laleme asked if Rhienna had been to a meeting and Fallon said no that they have only had one meeting so far. Selectman Laleme said Rhienna is in charge of recreation facilities and projects so she will need to be fully involved in this. Jeanne Robillard said she thinks this is a great idea and how that area has been neglected and problematic for quite some time. Jeanne also said she thinks it is great that someone has taken an interest in it. Chairman Blanchard said he would like to talk to Rhienna first before making any decisions about anything. Selectman Laleme asked Fallon to get a drawing for them of what she envisions it to be. Selectman Laleme also told Fallon that she will set up a meeting with Rhienna, Fallon and herself to discuss Fallon’s ideas.
Joyce, Doug, and George came before the Board to give an update about the library and discuss builders risk insurance. Joyce was able to get 2 quotes for builders risk insurance with the least expensive onebeing $1800.00 for 6 months. LGC would be able to provide builders risk insurance for $756.00 a year but will not add the builders as additional insured. There was discussion about whether the builders needed to be added as additional insured or not. Joyce explained that the library would pay the expense of the insurance. Selectman Laleme moved to allow the library to use the Town as Insurance holder for builders risk insurance with the Town Library. Chairman Blanchard seconded. Carried 3-0. Joyce will look into which plan is best and let April know.
Doug apologized to the Board about the confusion over the driveway permit issue. Selectman Culver asked what was happening with the wood from the trees that were cut down. He said many people have asked him about it. George said the site contractor is taking the wood for cutting the trees down as he originally was not expected to take the trees down. George also said the builders found an old swimming pool on the property and stated that the foundation work will begin on Wednesday morning and he will be meeting about water and sewer tomorrow. George said the electric and phone, driveway permit and propane are all in the works.
Tanya Tellman came before the Board to make a recommendation on filling the vacancy on the Bretzfelder Memorial Park Committee that was vacated by Al Macbain’s death. She mentioned the 1982 Warrant Article #30 that created the committee with the Forest Society. She is recommending Julie Yates fill the vacancy. Tanya also said Ann Gruzka’s and her own appointments expired in March so she is also asking for reappointments for herself and Ann. Selectman Laleme moved to appoint Julie Yates to a 2 year term and Tanya Tellman and Ann Gruzka to 3 year terms to the Bretzfelder Memorial Park Committee. Chairman Blanchard seconded. Carried 3-0.
The Board discussed having remote access for April and Frank. Selectman Culver moved to approve
pending his checking with George at Profile Technologies. Chairman Blanchard seconded. Carried 3-0.
Selectman Laleme congratulated the graduates at Profile and the 6th graders at the Elementary School.
Selectman Laleme said Clare got a response from Terry Knowles about the Cemetery Water issue. The response from Terry was just asking if the money was voted in last year so Clare sent back a response explaining the money is in trust. Selectman Laleme said Clare is going to call Terry tomorrow.
There was discussion about the fund and the purpose of it. Selectman Laleme moved to expend up to $2500.00 from the Cruft Trust once confirmation that it is ok to spend the funds. Selectman Culver seconded. Julian Czarny asked what the uses of water are at the cemetery; who uses it and for what purpose. Selectman Laleme said it is to water grass, flowers etc. Alan Jackson said water is used frequently at cemeteries to water plants and is part of every cemetery. Alan also said the water is used to wash the stones. Frank Claffey asked if we can use general fund money to fix the water problem until we get confirmation to use the trust funds. Selectman Laleme said that might be an option in a couple of weeks if this hasn’t been resolved yet. Carried 3-0.
The Board reviewed the 2013 1st issue tax warrant. Selectman Culver moved to sign the warrant. Chairman Blanchard seconded. Carried 3-0.
The Board reviewed bills for the library, pool, audit, and appraisers. The Board questioned why a pool bill is not addressed to the town. The Board signed the bills.
The Board reviewed the letter about the electrical inspection at the Country Club. Selectman Laleme said David was scheduling to have the work done. She said the 300 club is paying for 3 new lights to be put in.
Chairman Blanchard signed the invoice from Gensamer Electric for work done across the street at the park. The invoice is for $336.00.
Chairman Blanchard read a notification from Pike Industries about work that is being done on Interstate
93 and various ramps that will impact traffic and emergency services.
The Board reviewed a bill they received from the Bethlehem Village District for repairs on Millers Run
Road. The Board will investigate this further by looking at the minutes from 2005 and 2006 to see what
happened previously. The bill will not be paid at this time.
Julian Czarny asked about the ownership of the land that the pool is on and asked if the pool project should be suspended until this is resolved. Chairman Blanchard agreed that the pool committee might
need to be told to hold up until the land issue is resolved.
Julian mentioned that he contacted Gail Wolek about grant money for recreational use from 1974. He will get the Board the contact info for Gail.
The Board reviewed the minutes from 06/03/13 and had to table them because not enough members who were at that meeting are present.
Frank Claffey told the Board he thinks the safety committee should be involved in what Fallon is proposing for across the street.
At 7:38 Chairman Blanchard moved to go into non-public session per 91 a for matters of personnel. Selectman Culver seconded. Chairman Blanchard did roll call with all members agreeing to go into non-public session.
The Board discussed personnel issues and new employees.
At 8:08 Chairman Blanchard moved to come out of non-public session. Selectman Laleme seconded. Carried 3-0.
The Board discussed donating to David Lovejoy’s fellowship program. Chairman Blanchard moved to donate
$100.00 in David’s name to the fellowship program. Selectman Laleme seconded. Carried 3-0.
At 8:10 Chairman Blanchard moved to adjourn. Selectman Laleme seconded. Carried 3-0.
