June 22, 2015

Present: Chairman Culver, Selectman Staples, Selectman Laleme.

Chairman Culver opened the meeting at 6:33pm.

The Board reviewed sand bids. Two bids were received. Chicks Sand and Gravel bid 3/8 inch at 6.75/yard. Bethlehem Earth Materials bid 2500 Cubic Yard for 6.75/yard. Brett Jackson said quality was a factor last year and recommends awarding the bid to Chicks Sand and Gravel. Chairman Culver moved to award the bid to Chicks Sand and Gravel. Selectman Laleme seconded. Carried 3-0.

The Board reviewed sign permits from Ski Hearth Farm and Market and La Provence. Selectman Staples abstained from discussing and voting on Ski Hearth Farm and Market. Selectman Laleme moved to approve the sign permit for Ski Hearth Farm and Market. Chairman Culver seconded. Carried 2-0.

Selectman Laleme moved to approve all 3 signs for La Provence. Selectman Staples seconded. Carried 3-0.

The Board reviewed the agreement with CAI for our mapping. Selectman Laleme moved to approve the agreement. Chairman Culver seconded. Carried 3-0.

The Board reviewed a timber abatement request and read the wood assessor’s recommendation on the wood value. Chairman Culver moved to approve the abatement. Selectman Laleme seconded. Carried 3-0.

The Board discussed the auction agreement and minimum bid amounts for the upcoming auction on August 15, 2015. Chairman Culver moved to approve the auction agreement and go with the following minimum bid amounts; 2323 Main Street – $3,000.00, Mt. Cleveland Road – $5,000.00, 1895 Main Street – $5,000.00, Beech Hill Road 2.3 acre lot – $2,000.00, Beech Hill Road .03 acre lot – Absolute. Selectman Laleme seconded. Carried 3-0.

The Board discussed a letter from Interlocal Trust about a refund due to the Town and the different options of receiving that refund. Chairman Culver moved to get refund by check. Selectman Staples seconded. Carried 3-0.

The Board reviewed an abatement from the Methodist Church. Selectman Laleme explained that when the church decided to sell the parsonage house it lost the exemption status but she said the house will still be used for meetings and other church functions until it sells. Chairman Culver moved to approve the abatement for $1,683.78. Selectman Staples seconded. Carried 3-0. Julian Czarny asked Chairman Culver if Selectman Laleme should have recused herself because she belongs to that church. Selectman Laleme said she thinks it is straight forward and that she is not influenced by that.

The Board discussed the Warrant Article that raised and appropriated funds for Tri-County Cap and discussed how they are closing the local office. Chairman Culver said the Warrant Article passed for $7,200.00 and said they have asked for the appropriation to be sent to them. He said we don’t disperse the funds until December and said the Board doesn’t have to expend that money but said it cannot be used for anything else. This was tabled until the full Board meets.

The Board discussed the PILOT agreement with SPNHF and tabled the discussion until the assessor reviews it.

The Board reviewed minutes. Chairman Culver moved to approve the minutes from 05/15/15 as written. Selectman Staples seconded. Carried 3-0.

Chairman Culver moved to approve the minutes from 05/18/15 as written. Selectman Laleme seconded. Carried 3-0.

Chairman Culver moved to approve the minutes from 06/08/15 as written. Selectman Staples seconded. Carried 3-0.

Christine Frost, Executive Director of North Country Council, introduced herself to the Board. She said North Country Council will be selling their property located at the Rocks because of the expense of maintaining the property and will be moving to Littleton. She asked the Board to send a letter with the current representatives for NCC from Bethlehem with their contact information. Ms. Frost said their next meeting is June 22nd.

Julian Czarny asked if the USDA Forest Service pays a PILOT and was told yes that they pay approx. $86,000 a year. Mr. Czarny asked if the NCES hearing notice for Wednesday night at profile was put on the Town website or not.

At 7:10 Chairman Culver moved to go into non-public session per 91 A for matters of personnel and reputation. Selectman Laleme seconded. Chairman Culver did roll call with all members agreeing to go into non-public session.

The Board discussed personnel. Selectman Laleme moved that employee working in two different departments not get overtime from either department. Selectman Staples seconded. Carried 2-0 (Chairman Culver abstained).

The Board discussed a veteran’s exemption. Chairman Culver moved to approve the exemption. Selectman Laleme seconded. Carried 3-0.

At 7:52 Selectman Laleme moved to come out of non-public session. Chairman Culver seconded. Carried 3-0.

At 7:52 Selectman Laleme moved to adjourn. Chairman Culver seconded. Carried 3-0.
