Bethlehem Board of Selectmen
Meeting Minutes
August 27, 2018

Present:  Chairman Moritz, Selectman Ubaldo, Selectman Boisseau, Selectman Glavac.

The meeting was opened at 6:00 pm.

Geoff Sewake from UNH Extension did an overview (attached) of the Bethlehem Business Retention and Expansion Program and got input from the community.

After the presentation from Mr. Sewake the Board continued with their regular Board meeting.

The Board discussed the contract and information provided by KW Commercial about doing an analysis on the Country Club.  Chairman Moritz explained to the Board there is an addendum added that addressed items that were left out.  She also said the Pleasant Street property sold in the auction was purchased from funds from the special revenue fund so the proceeds of $45,000 from the sale will go back into the special revenue fund and can pay for the analysis and the deficit.  Selectman Ubaldo said they (KW Commercial) were asked to do something else so has a problem with this.  Chairman Moritz said the Board was not happy with either appraisal company that responded.  Selectman Glavac said they did not ask KW Commercial for this service. Selectman Boisseau said the option on the table is a good one.  Chairman Moritz said a deposit of $2000.00 is required up front.  Selectman Glavac said he will support it now that country club is paying for it.  Paul Greenlaw asked if they can spend that money on country club without a town vote and was told yes. Carol Kerivan said she saw the bids on the appraisal and it was just based on selling but the analysis from KW is a full analysis.  She told the Board they would get a lot more information.  Selectman Glavac said they should opt for the most thorough analysis.  Chairman Moritz and Selectman Boisseau agreed.  Selectman Boisseau moved to accept the contract with addendum with KW Commercial.  Chairman Moritz seconded.  Selectman Glavac asked that the motion include that it be paid from the country club budget.  Selectman Boisseau and Chairman Moritz agreed.  Selectman Ubaldo said he has questions about fairness.  Carried 3-1 (Selectman Ubaldo opposed).

Mary Lou Krambeer came before the Board to discuss the ballot scanning machine and election set up.  She gave the Board the invoice for the ballot machine.  Selectman Glavac moved to approve the ballot counter purchase.  Selectman Boisseau seconded.  Carried 4-0.  Ms. Krambeer also discussed with the Board wanting to purchase 5 ballot screens for $12.00 each out of the budget.  Chairman Moritz asked Ms. Krambeer if she communicated with Mary Jackson on this.  Ms. Krambeer said no but will.  Ms. Krambeer said the training for the ballot counter is in October and will let everyone know when.  She also said she is looking for counters for the election on Sept. 11th.  Selectman Ubaldo asked what guaranty is there that the ballot counter is secure and was told the Secretary of State recommends it and also said it is not connected to the web.

The Board reviewed a sign permit for the Rusty Bucket.  Selectman Boisseau moved to approve the sign permit.  Selectman Glavac seconded.  Carried 4-0.

The Board discussed a request from a business for a 5-year extension on their Bethlehem Revolving Loan Fund loan.  Selectman Boisseau moved to grant the 5-year extension.  Selectman Glavac seconded.  Carried 4-0.
Selectman Ubaldo said he will discuss the person interested in being on the transfer station committee with the committee first before discussing with the Select Board.

At 8:45 Chairman Moritz moved to go into non-public session per RSA 91A:3 II for matters of legal and personnel.  Selectman Boisseau seconded.  Chairman Moritz did roll call with all members agreeing to go into non-public session.

The Board discussed a legal code enforcement issue and decided to hold off until they hear from the attorney directly.

The Board discussed personnel and tabled the issue until the next meeting for a full board.

At 9:01 Selectman Glavac moved to adjourn.  Selectman Ubaldo seconded. Carried 4-0.
