Bethlehem Selectmen Office
August 4, 2014
Present: Chairperson Laleme, Selectman Blanchard, Selectman Glavac.
At 6:31 Chairperson Laleme opened the meeting.
Chairperson Laleme said in the past few months there have been people who have come into the Selectmen’s office with behavior that is not acceptable. She said comments referring to weapons should never be made even if kidding and said she has directed the office staff to call the police if anyone is verbally out of control or stomping. Chairperson Laleme said everyone should be treated with respect. Selectman Blanchard said if someone is upset they should call the selectmen, not yell at the Administrative Assistant. Chairperson Laleme said they allow for public comment at the meetings so if someone has a problem they can address it with the Board at a meeting or could also email the Board.
Chairperson Laleme said they have the letter to Mr. Ingerson about the Site Plan Review on his access road. Chairperson Laleme said edits have been made so does the Board want to move to send the letter or refer it back to the attorney. Chairperson Laleme moved to send letter. Selectman Glavac seconded. There was discussion about sending it without the attorney approving the edits. Chairperson Laleme and Selectman Glavac withdrew their motions. Chairperson Laleme moved to send the letter with approval of attorney. Selectman Blanchard seconded. Carried 3-0.
Chairperson Laleme read an email from Fallon O’Brien about the skate park Ms. O’Brien is advocating for. Chairperson Laleme said Fallon will be tentatively put on the agenda for Monday night. Chairperson Laleme said the Selectmen’s office has requested petty cash so they are able to make change for people who are paying for photocopies, tax cards, etc. Chairperson Laleme moved to allow petty cash up to $40.00 with a log and monthly reconciliation. It was noted that it will be locked up at night. Carried 3-0.
The Board reviewed the minutes from 07/28/14. Selectman Blanchard moved to approve the minutes as written. Chairperson Laleme seconded. Carried 3-0.
The Board reviewed and signed deeds.
Chairperson Laleme said there is a rebuttal statement about the Casella fine that Rita Farrell referenced last week. She said it will be in the file if anybody wants to read it.
Chairperson Laleme reviewed a letter from North Country Scenic Byway and tabled it until next week. Selectman Blanchard said it may be problematic for Mark being the liaison with his new job and questioned if another liaison should be appointed. It was determined they would discuss this next week.
Chairperson Laleme reviewed a letter from the economic council saying they meet once a year and it will be on Sept. 18th at the Common Man in Plymouth. There is also an option to vote by proxy. Selectman Glavac said he may go.
Selectman Glavac said the E911 letter for Broadband was accepted and the mapping is more accurate for the Town.
It was stated that on the 14th there will be a Master Plan Committee meeting at the library. Julian Czarny said last Tuesday he filed a complaint with air resources about the odor and said it lasted longer than usual. He said he also reported it to April and asked that the Board be notified of it and asked the Board if they received the email that April said she was going to send. The board confirmed they received the email. Chairperson Laleme said the Board will review the procedure on odor complaints. Mr. Cznary asked that the Board be notified from now on and asked that the police go to bear witness to the odor. Joshua Casey, operations manager at NCES, requested that they receive a phone call so they know and are aware of the complaint. Chairperson Laleme said the police probably would not make odor complaints a priority.
At 6:50 Chairperson Laleme moved to go into non-public session per RSA 91-A:3, II (a) & (c). Selectman Blanchard seconded. Chairperson Laleme did roll call with all members agreeing to go into non-public session.
The Board discussed rec issues.
At 7:45 Chairperson Laleme moved to come out of non-public session. Selectman Blanchard seconded. Carried 3-0.
The Board discussed meeting with different law firms.
At 7:55 Chairperson Laleme moved to adjourn. Selectman Blanchard seconded. Carried 3-0.
