Bethlehem Board of Selectmen Meeting Minutes
Bethlehem Selectmen Office August 24, 2016
Present: Acting Chairman Laleme, Selectman Ubaldo, Selectman Blanchard.
Acting Chairman Laleme opened the meeting at 6:30 pm.
Acting Chairman Laleme gave an update on Northern Pass and said Eversource has not answered questions to anyone’s satisfaction. Selectman Blanchard asked if they (Eversource) could be forced to release the information and Acting Chairman Laleme said it is up to the SEC. She also said DES (Department of Environmental Services) and DOT (Department of Transportation) are saying the application is not complete. Acting Chairman Laleme said she asked about having a conference call with the attorney but it is not needed yet.
The Board reviewed a Pole and Conduit license for River Road. Selectman Blanchard moved to approve the pole and conduit license. Selectman Ubaldo seconded. Carried 3-0.
The Board reviewed the minutes from 08/08/16. Selectman Blanchard moved to approve the minutes. Selectman Ubaldo seconded. Carried 3-0.
The Board reviewed a MS-1 extension request from the assessor because of not receiving the landfill value yet. Acting Chariman Laleme moved to approve the extension. Selectman Blanchard seconded. Carried 3-0.
Acting Chairman Laleme said she sent in maps to show alternate routes to get to schools in an emergency when the Northern Pass construction will be happening on Route 302.
Rita Farrell asked about why the extension for the MS-1 was needed and Acting Chairman Laleme said the values helps determine the tax rate and the MS-1 is a report of the values and we need the value of the landfill before we can submit it.
At 6:40 Acting Chairman Laleme moved to go into non-public session per RSA 91-A:3 for matters of personnel and reputation. Selectman Blanchard seconded. Acting Chairman Laleme did roll call with all members agreeing to go into non-public session.
The Board discussed a tax issue. Acting Chairman Laleme moved to not charge for additional day interest. Selectman Blanchard seconded. Carried 3-0.
Selectman Blanchard moved to bring Robert Kelly back as an employee. Selectman Ubaldo seconded. Carried 3-0.
Selectman Blanchard moved to hire Mark Zajac at 8.25/hour. Selectman Ubaldo seconded. Carried 3-0.
Selectman Blanchard moved to hire Shae Gordon. Selectman Ubaldo seconded. Carried 3-0.
Selectman Blanchard moved due to League, Larry can give Selectman Blanchard the response of miss Moodie to share with the Board. Carried 3-0.
Selectman Blanchard moved to extend the highway job ad. Selectman Ubaldo seconded. Carried 3-0.
At 7:55 Acting Chairman Laleme moved to come out of non-public session. Selectman Blanchard seconded. Acting Chairman Laleme did roll call with all members agreeing to come out of non-public session.
At 7:55 Acting Chairman Laleme moved to adjourn. Selectman Ubaldo seconded. Carried 3-0.
