September 15, 2014

Present: Chairperson Laleme, Selectman Blanchard, Selectman Culver, Selectman Glavac.

At 6:30 pm Chairperson Laleme opened the meeting.

The Board reviewed the bids for leveling the skate park. There was one bid that was received from Central Asphalt for $16,725.00. Chairperson Laleme moved to not accept the bid and to revisit this. Rhienna Miscio will get two quotes. Selectman Blanchard seconded. Selectman Glavac asked what the plan was for the ice rink for the winter. Rhienna Miscio said Derek Brown will flood it and plow it. Carried 4-0.

The Board discussed the Recreation parent liability waiver form and reviewed the example the insurance gave to us. Selectman Blanchard said he would like to adapt the Primex example to make it specific to us and go by their guideline. Selectman Glavac said they will both cover us but the question is if it will hold up in court. Selectman Glavac said he is ok with the current one. Chairperson Laleme said she is also ok with the current one. Selectman Culver said he likes the detailed example from the insurance company. Chairperson Laleme moved to stay with the current waiver form. Selectman Glavac seconded. Carried 3-1 (Selectman Blanchard opposed).

The Board reviewed the computer quotes for the Fire Dept. and Recreation Dept. Chairperson Laleme moved to accept the quote and purchase the recreation computer. Selectman Culver seconded. Carried 4-0. The Board decided to hold off on the Fire Dept. computer until Jack Anderson can look into the smart tv option.

The Board reviewed the minutes from 09/08/14. Chairperson Laleme moved to approve the minutes as written. Selectman Culver seconded. Carried 4-0.

The Board reviewed quotes to maintain/repair the tennis courts, basketball courts and for a new backstop at the baseball field. The quotes from Vermont Tennis Court Surfacing were $4791.00 for the tennis courts, $5,215.00 for the basketball court, and $6,454.00for the backstop. There was discussion about how the backstop is dangerous so should probably be there first one to get done. Selectman Culver said he would like to review the budget before making a decision on this.

Chairperson Laleme said the freezers in the food pantry are not working so Dawn Ferringo would like to purchase 2 freezers for $408.00 each. She would like to pay for one out of her welfare budget and pay for the other one out of the WREN funds. This will be decided after the budget review.

Chairperson Laleme said Scott Harris took care of the pigeon problem at the Visitor Center and did it for no charge. The Board will send him a thank you card.

Chairperson Laleme said Jim Baker would like to do the flower garden at the top of long hill again next year. Selectman Glavac said someone else expressed interest so should offer it up to everyone. Chairperson Laleme said Mr. Baker has done this as a volunteer for years and will probably only do it for 1 more year.

Chairperson Laleme told the Board that she and Selectman Blanchard met with a local law firm to discuss obtaining their services for deeding, evictions and similar issues. Chairperson Laleme said their rates are comparable to what we pay now but would have less expense for traveling. Chairperson Laleme moved to switch to Samaha & Russell Law Firm for deeding, and property issues. Selectman Blanchard seconded. Carried 4-0.

The Board reviewed the budget. The Board expressed concern for the legal budget which only has $400.00 remaining and said they will have to find money elsewhere in the budget to offset it. The attorney will be asked to do an estimate for the remainder of the year on the current issues. The Board asked about the highway Ford Ranger and if it was still being used. The said they thought it was determined that it was dangerous. They will check with Brett Jackson.

Chairperson Laleme said she has a quote for a lever for the pool but will take the quote to the Village District because Dick Robie had said that he might be able to get it cheaper. The lever will be purchased in the spring.

There was discussion about putting antifreeze and water in the pool for the winter. There was concern about water being in it and the risk of children going over the fence and possibly falling into the water. Rhienna will look into the possibility of getting a cover for it.

Chairperson Laleme said she would like to see the backstop done first. Rhienna Miscio and Selectman Glavac both agreed that should be done first.

The Board discussed vandalism that happened at the Country Club over the weekend. Frank Claffey said the Town gets restitution for vandalism that happened in the past. The Board discussed the Country Club and how much the cumulative arrears are. Frank Claffey will get that amount for the Board.

Chairperson Laleme said she feels the budget looks good overall but an email should be sent to all Dept. Head’s telling them to be conservative with spending.

Chairperson Laleme moved to have the backstop at the baseball field rebuilt for $6,454.00. Selectman Culver seconded. Rhienna Miscio said she called Round Hill Fencing to get a quote from them as well but they haven’t been in touch yet. Chairperson Laleme and Selectman Culver withdrew their motion and second. Chairperson Laleme moved to put out to bid the backstop with bid specifics. Selectman Culver seconded. Carried 4-0.

Chairperson Laleme moved to allow the purchase of 2 freezers for the food pantry with one of them being paid out of the WREN fund and the other out of Welfare Misc. Selectman Glavac seconded. Carried 4-0.

Selectman Glavac said he wanted to talk about Recreation policies; specifically about dropping kids off at sports programs. He explained that a group of kids after leaving school never showed up for soccer practice. Selectman Glavac asked Mrs. Miscio if the coaches take attendance. Mrs. Miscio said the kids that participate in afterschool rec are supervised before soccer and will ensure they get to practice. She said the coaches do not take attendance. Chairperson Laleme and Selectman Blanchard said they felt it was the parent’s responsibility to get their child to soccer and that they are on school property. The Board tabled the discussion.

At 8:30pm Chairperson Laleme moved to go into non-public but was unable to finish her motion. Rita Farrell asked to speak but Chairperson Laleme said there was not any public input tonight. Ms. Farrell continued to speak and said she had a question. Chairperson Laleme told her multiple times no that there was not any public input. Ms. Farrell asked about the paving on Trudeau Road and who was doing it. Selectman Blanchard replied saying it is a Town road. Chairperson Laleme moved to go into nonpublic session per RSA 91A for reputation. Selectman Glavac seconded. At 8:35 Chairperson Laleme did roll call with all members agreeing to go into non-public session.

The Board discussed Recreation issues.

At 8:48 Chairperson Laleme moved to come out of non-public session. Selectman Blanchard seconded. Carried 4-0.

At 8:48 Selectman Blanchard moved to adjourn. Selectman Culver seconded. Carried 4-0.
