Meeting Minutes
Bethlehem Town Building Meeting Room
September 17, 2012
Present: Chairman Jerry Blanchard, Selectman Mike Culver, Selectman Sandy Laleme, Selectman Mark Fiorentino.
Excused: Selectman Martin Glavac
At 6:31 Chairman Blanchard opened the meeting.
The Board opened the bids for the paving of Jefferson Street. One bid was from Blacktop for $36,900.00 and the other bid was from Central Asphalt for $39,375.00.
The Board asked Brett for his input. Brett said Blacktop’s bid is for 2 inches and Central’s is for
1 ½ inches. The bid asked for 2 inches.
Selectman Fiorentino moved that we accept the bid from Blacktop for $36,900.00. Selectman Laleme seconded. Carried 4-0. Chairman Blanchard signed the bid.
Chairman Blanchard called Jack Anderson to the Board to give an update on the Maplehurst. Mr. Anderson explained that GZA has submitted a change order for an additional $5000.00. This amount is due to the extra time it took to complete the project. Selectman Laleme asked if there was an estimate in the beginning. Mr. Anderson said there was but this was unanticipated and pointed out that they gave us a break. Mr. Anderson said it will still come out of the grant. Selectman Laleme asked where we are at with the $400,000. Mr. Anderson said it is $440,000.00 not $400,000.00 and we have used about 98%. The total paid to GZA will be $45,408.00. Mr. Anderson explained that GZA is inspecting for proper loam and seeding, and they inspect for debris.
Selectman Laleme asked Mr. Anderson where the library wants to go on the site. Mr. Anderson said the surveyor needs to survey the site still. Selectman Laleme said she doesn’t want the library to block the access to the back.
Chairman Blanchard moved to approve the change order. Selectman Culver seconded. Carried 3-1 (Selectman Fiorentino opposed).
The Board reviewed the quote for electrical work in the Town Hall. Chairman Blanchard signed the quote authorizing the work to be done.
The Board reviewed the minutes from 09/10/12. Selectman Laleme motioned to approve the minutes as amended. Selectman Culver seconded. Carried 3-0 (Selectman Fiorentino abstained).
Selectman Laleme discussed having a work force program for welfare recipients to work for the town to repay the town for the assistance they received. Welfare director, Dawn Ferringo, would like the ok from the Board to pursue this. The Board discussed what the fair & equitable rate would be and also discussed liability concerns. Selectman Laleme will ask Dawn to contact LGC.
Selectman Laleme said when the library moves out she would like to set aside that space for the Administrative offices. She said the office upstairs is too small and she would like the rec director to move to the upstairs office. She would like to officially designate that space. Chairman Blanchard agrees. Selectman Laleme moved that when/if the library moves out the space be designated for administrative offices. Chairman Blanchard seconded. Carried 4-0.
There was more discussion about welfare clients working for the town and volunteers in general and the liability of it. Julian Czarny said there have been volunteers working on the pool all summer. Mr. Czarny also said state forest volunteers sign a form for workers comp. Selectman Laleme said the welfare director will look into all of this.
Chairman Blanchard moved to go into non-public per 91A for matters of reputation and personnel. Selectman Fiorentino seconded. Carried 4-0. Chairman Blanchard did roll call with all members agreeing to go into non-public session.
At 8:15 Chairman Blanchard moved to come out of non-public session. Selectman Fiorentino seconded. Carried 5-0.
Chairman Blanchard told the Board that he called and emailed CNP Appraisal and asked for a proposal.
At 8:16pm Chairman Blanchard moved to adjourn. Selectman Laleme seconded. Carried 5-0.
