Bethlehem Board of Selectmen
Meeting Minutes
October 1, 2018

Present: Chairman Moritz, Selectman Moore, Selectman Ubaldo.

Chairman Moritz opened the meeting at 6:00pm

Chairman Moritz said Attorney Christine Fillmore has offered to assist the town in the appeal of Northern pass. She explained Attorney Fillmore formerly represented the Town in the Northern Pass issue and explained there could be a cost of no more than $3000.00 so that would have to be put in the 2019 budget just in case. She explained the attorney is able to do this because of an anonymous donor. Sandy Laleme said she would support the Board budgeting $3000.00 for this and said Northern Pass wants to take municipalities voices away. Cheryl Jensen said it is worthwhile to put it in the budget but asked if the Board can withdraw if it goes beyond the $3000.00. Chairman Moritz said she doesn’t think that is a concern. The Board agreed they could withdraw if they chose too. Alan Jackson asked when it was expected to be heard in front on NH Supreme court and was told maybe a year. Selectman Moore moved to allocate $3000.00 towards the Northern Pass appeal. Selectman Ubaldo seconded. Carried 3-0.

The Board discussed the MS-1 which is the town valuation and said it went from 232 million to 262 million.

PUBLIC INPUT

Mr. Jackson asked about the light in front of the church and was told the extension was purchased for it and also that we would look into it. Mr. Jackson also asked about a crosswalk in front of the church and was told that is through DOT.

The Board reviewed the minutes from 09/24/18. Chairman Moritz moved to approve the minutes as amended (Page 1 6th bullet change to to from before Tri-County Cap). Selectman Moore seconded. Carried 2-0 (Selectman Ubaldo abstained).

Selectman Moore said she looked into the CDBG grant money being available for towns and was told it depends if we are interested in what qualifies. She (Michelle Moren-Grey) will meet with them if they want more information.

Selectman Moore also said the solar light flag option can be done but they suggested not putting one on top looking down. She said they cost less than $200.00. It was discussed, and everyone agreed it wouldn’t be a good option because the light would not last all night.

At 6:19 pm Chairman Moritz moved to go into non-public session per RSA 91 A:3 II for matters of personnel. Selectman Moore seconded. Chairman Moritz did roll call with all members agreeing to go into non-public session.

The board discussed a criminal background check.

At 6:30 pm Selectman Moore moved to adjourn. Chairman Moritz seconded. Carried 3-0.
