Minutes of the Meeting

October 19, 2017

 

Committee members attending the meeting were: Mary Moritz, Barry Zitser, Leslie Dreier, Jim Martin, Julie Seely, Chris McGrath, Dann, Jerry Blanchard, Katherine Darges.   Absent: Mike Culver, Martin Glavac, Jeanne Robillard, Andrea Bryant, Brett Jackson

The committee meeting was called to order at 6:30 PM at Bethlehem Town Hall.

The Route 116 transfer station was the first topic of discussion. Jerry Blanchard asked if Bethlehem will need to reapply to the NH DOT for a driveway permit since the transfer station was closed several years ago and has been used as a firing range since closing.  Jerry Blanchard noted that the site was closed in accordance with the full closure plan.

If a new permit is required, that cost must be part of the cost of reopening that site. Mary Moritz will consult the original transfer station plans for the cost of the original driveway permit.

Also regarding the Route 116 transfer station site, Jim Morris commented on the possibility of lead contamination from the firing range. The site should be tested.  If unacceptable levels of lead are found, the site must be cleaned up.

Leslie Dreier asked if it is possible to use the plans created for the Route 116 transfer station seven years ago as a basis for determining what needs to be done to reopen the site.

Mary Moritz said that the plans still should be valid, with a few changes based on changes in the State and local code.

One of the directives from the Board of Selectmen was to get residents’ input on what solution they would prefer for trash collection in Bethlehem. Jim Morris noted that there are approximately 850 customers per week at the current transfer station.  Some people have commented that the current location is out of the way.  Some residents may not want to have to take their trash to another town.

Because the budget for the new trash removal plan will depend upon the scope of the plan, it was suggested that the Transfer Station Committee prepare a survey for the residents.   After considerable discussion, it was decided that the survey idea should be tabled until a future time because we need more and better information before taking options to the residents.

The Committee needs to prepare a warrant article for March. Julie Seely noted that the Town needs to put money aside for future trash removal.  The amount to ask for may depend on what needs the other departments have for the coming year.

Barry Zitser suggested that there might be grants available to help Bethlehem with certain parts of its trash removal plan.   He will look into it further.

Mary Moritz will talk with other department heads in Town Hall regarding their budgets for the coming year to get an idea of their needs. She will report to the Committee on November 2.

Dann said that Brian from Littleton would come to the November 2 meeting to talk with the Committee about how the Littleton trash removal system works.

By November 2 Jerry Blanchard will prepare a draft warrant article for the Transfer Station request for the budget (minus any dollar amount).

Jerry Blanchard made a motion to adjourn the meeting; Mary Moritz seconded the motion. The motion was approved unanimously, and the meeting was adjourned.
