November 16.  Transfer station meeting.

Attending: Mary Mortz, Dann, Julie Seely, Jim Martin, Barry Zitser, Andrea Bryant, Jeanne Robillard

Absent, Mike Culver, Jerry Blanchard, Katherine Darges, Chris McGrath, Leslie Dreier

Mary reported that the DOT Permit is valid and the use of that property has never changed. DES still has it documented as a transfer station.

There was talk about the bullets at the 116 site.  Brass casings …..bullets are made of lead….. they are in the mounds from the firing range.

Jeanne found on line a remediation plan for the lead at firing range.

Barry spoke to USDA in Conway.  He found out that we can make an application for a grant for the equipment. They would provide 35%.   Town would pay 65% of costs.

But the grants are dependent upon how much $ they have at the tim.  Some grants have been for $35,000.

To qualify town has to submit Proof of bond or warrant by town voters.

They also have loans for construction as well as for equipment.

They are fixed loans.  Interest rate is currently 3.5% for construction.

There are other places he will check for possible loans.

Barry will check with electrical company to see how much three phrase power would cost.  He’ll get a free estimate.   Are there grants for power?

Are there rural grants available?

If the town gets a Loan the pay as you throw fees could go to the loan payment.

Barry thinks the idea of financing through a loan is good.   As we pay off the loan. People who are using the service will be paying for it….

What is the committee going to try to raise on a Warrant Article? It was reminded that we are  waiting to see what department heads put in for warrant articles before we decide how much to put in a transfer station warrant.

We discussed the use of town garage…could have a different entrance.

And it was said that it probably too busy for all the traffic.

We talked about looking into the plausibility tof using the Littleton TS.   Need extra workers for the extra processing of the recyclables.    Consider the  cost of the trucking,

It was mentioned that we need to be cautious about using Littleton in case they or some other operator tells us we can’t use it any more.

We discussed that bag prices could be raised to pay for Bethlehem’s share.

Discussed the stripping out of computers and television and the cost to rip the metals out of it.

Task group suggestions:

  1. for grants and loans/ financing
  2. Looking into using Littleton.  (Must be sure that it is clear that it is only exploratory that the person  has no authority

Find out costs associated…

  1.  Looking at using the town garage
  2.  Checking with utility company about three phrase power.

(We Think town garage doesn’t have it)

Costs for bringing in three phrase power.

Utility company said it is running down that road.

Next meeting committee members will choose task forces.

It was decided that there will only be one meeting in December on Thursday December 14 at 6:30.

Mary announced that on Sunday, December 3 at 4:00 . Selectmen are organizing a party for municipal employees and board and committee members.  No tax $ .    It is a pot luck that will be at the Mulburn Inn.

There was a mix up with the minutes from November 2 so we will review them next meeting.
