Meeting Minutes-DRAFT

December 30, 2013

Present:Chairman Blanchard, Selectman Sandy Laleme, and Selectman Mark Fiorentino.

At 6:01 Chairman Blanchard opened the meeting.

Selectman Laleme told the Board that Police Chief Ho-Sing-Loy would come to the Board at next week’s
meeting to discuss his budget.

Selectman Laleme said the Board has several legal answers that need to be waived in order for the Board to discuss them.

Selectman Laleme moved to waive attorney/client privilege on Mt. Cleveland lot, Habitat, Lucas sale, and Tax Collector & Town Clerk salary warrant article.

The Board discussed the Habitat advice. Selectman Laleme moved to keep the property in the sale and if it doesn’t sell consider keeping it for public use and selling to Habitat for $1.00. Chairman Blanchard
seconded. Carried 3-0.

The Board discussed the Mt. Cleveland advice. Chairman Blanchard said the attorney advised that the Town legally does not have to re-notice but legal advice is actually to re-notice. Chairman Blanchard
moved to re-notice the former owner with the costs associated with re-noticing be applied to the settlement costs. Selectman Laleme seconded. Carried 3-0.

The Board discussed the advice for the Warrant Article to change Tax Collector and Town Clerk wages from salary and fees to just salary. The question was if they had to put the amount in the Warrant Article and the advice was that the amount did have to go into the Warrant Article.

The last item about the sale of Town owned property to Lucas was tabled until next week to give the Board more time to read the advice.

Chairman Blanchard reviewed the DOT bridge inspection report with the Board and mentioned some concerns of Brett Jackson’s about some missing bolts. Chairman Blanchard will talk to Brett to get more details and also call HE Bergeron.

The Board reviewed the minutes from 12/23/13. Selectman Laleme moved to approve the minutes as written. Selectman Fiorentino seconded. Carried 3-0.

The Board reviewed an EFT request from CBI to pay for employee’s contribution from their FSA. Selectman Laleme moved to pay electronically. Selectman Fiorentino seconded. Carried 3-0.

The Board discussed the proposed budget. Chairman Blanchard said he feels the tax rate is too high. Selectman Laleme said the tax rate is from Town, County, State, and 2 schools. She said the Town has streamlined their budget and feels pretty good with it. She encouraged people to go to the county and school meetings to vote on budgets.

At 6:30 Chairman Blanchard moved to adjourn. Selectman Laleme seconded. Carried 3-0.
