January 23, 2017

Present: Chairman Glavac, Selectman Blanchard, Selectman Laleme (arrived at 6:05), and Selectman Ubaldo.

Chairman Glavac opened the meeting at 5:47 and moved to go into non-public session per RSA 91-A:3 for matters of personnel. Selectman Blanchard seconded. Chairman Glavac did roll call with all members agreeing to go into non-public session.

The Board discussed personnel and authorized the police chief to advertise for an officer.

At 6:05 Selectman Blanchard moved to come out of non-public session. Selectman Ubaldo seconded. Chairman Glavac did roll call with all members agreeing to come out of non-public session.

Chairman Glavac invited Ian Farley from Eversource to come up to discuss with the Board the tree trimming. Mr. Farley said he is the arborist and went over with the Board the trees that are on town property that they would like to cut or trim. There was discussion about some pine trees at the country club they want to “top them out” where they take three feet off the top of the tree. Chairman Glavac asked if a point will be maintained and was told yes it could be shaped to look more natural. Selectman Laleme said the trees behind the golf course and the ones on Main Street would need to be replanted. Selectman Blanchard said he would be ok with the cedars if they could look natural. He said he would like the stumps removed and also said he is concerned with Main Street and agrees they would need to be replanted. Mr. Farley said they don’t have a replanting program but funds are put aside and when aesthetics in municipalities are affected they will replant. He said he would commit to having the stumps removed. There was discussion about the tree being cut by the cemetery and Mr. Farley said a crane would be used. Selectman Laleme asked about traffic impact when they are cutting the ones on Main Street and was told they would have a full traffic control plan with flaggers and possibly police detail. Chairman Glavac asked that Mr. Farley provide the Board with a written plan about the trees to cut and it was decided to continue trimming the pine trees instead of cutting the tops off. Selectman Ubaldo said they have to maintain natural fencing around the cemetery. Mr. Farley asked if they could begin work in the area between hole 4 and 10 now and get more detail on the main street replanting to the Board. Mr. Farley said he would come back in the spring with a variety for the town to pick from that are approx. 6 to 8 feet high. Selectman Laleme suggested he send an email saying he will replant and grind up the stumps. Chairman Glavac moved to give permission to cut between hole 4 and 10. Selectman Blanchard seconded. Carried 4-0. Selectman Laleme suggested including in the motion that they can continue cutting once plan is received and he is given the ok. Chairman Glavac and Selectman Blanchard withdrew their motion and second and Chairman Glavac moved they could start cutting immediately between hole 4 and 10 and can continue after the board receives the plan and gives the ok. Selectman Blanchard seconded. Carried 4-0. It was confirmed the wood would be going to the highway department.

The Board reviewed an abatement for Map 416 Lot 008 for $182.68. Chairman Glavac moved to approve the abatement due to the property being tax exempt. Selectman Blanchard seconded. Carried 4-0.

The Board reviewed minutes. Chairman Glavac moved to approve the minutes from 12/30/16. Selectman Blanchard seconded. Carried 3-0 (Selectman Ubaldo abstained).
Chairman Glavac moved to approve the minutes from 01/09/17. Selectman Blanchard seconded. Carried 4-0.
Chairman Glavac moved to approve the minutes from 01/16/17. Selectman Blanchard seconded. Carried 3-0 (Selectman Ubaldo abstained).

Selectman Laleme said the HB118 about having to vote to recommend or not recommend petitioned warrant articles has a 50/50 chance. She said the lobbyist are neutral and others were there speaking in favor of it. She also said HB145 about the high voltage transmission is scheduled for Wednesday of this week.

Selectman Laleme said 2 weeks ago the Dollar General was in before the Planning Board for a conceptual and they talked about there being a straight pipe sewer drain on the property they were looking at. She said they need to send Dave Wiley down there as the Health Officer. She also said there are wetlands down there and that DES may have to be involved to get it rectified. Selectman Blanchard seconded. Carried 4-0.

Selectman Ubaldo said they have received another bill from the Northern Pass attorney for approx. 2100.00. Selectman Laleme said she would be going on Thursday to testify that it doesn’t adhere to the Master Plan, etc. and also said a petition has been filed by 18 towns about Northern Pass using the local roads without permission and said the SEC wouldn’t give it a docket because they would look at it in the application process. Selectman Ubaldo asked if the bills would be reduced now and Selectman Laleme said they budgeted $15,000.00 just in case it was needed. She also said Mrs. Jensen will be testifying as well and has done a great job on assisting with the Northern Pass opposition. Selectman Blanchard asked if any attorney’s have tried an injunction and was told yes that many have. Selectman Laleme said it will probably end up in Supreme Court.

Chris McGrath asked if any more letters have been received for interest in being a Selectman and was told one more letter was received today.
Mr. McGrath also asked if he could see the Northern Pass legal bill and was told no because it is attorney client privileged but he could be told the amount.

Mrs. Jensen asked the Board about the % for Article #8 (establishing a Special Revenue Fund) and if the Board has made a determination of the %. Chairman Glavac said they are working on it but know that 5% is not sufficient. He did say it could be amended at deliberative.

Cliff Crosby said Mr. Rodrigues manages an Inn at Mt. Washington and expressed interest in becoming involved in town affairs. He asked the Board if they were still going to try to fill the position before town meeting. Chairman Glavac said he has received the letter but hasn’t had a chance to review it yet. He said the Board may wait until election because the Board is not ready to make a decision. He also said he isn’t sure if it would make sense to appoint someone now where it is so close to the election.

At 6:55 Chairman Glavac moved to go into non-public session per RSA 91A for matters of personnel. Selectman Blanchard seconded. Chairman Glavac did roll call with all members agreeing to go into non-public session.

At 7:35 Selectman Ubaldo moved to come out of non-public session. Selectman Laleme seconded. Chairman Glavac did roll call with all members agreeing to come out of non-public session.
The Board discussed warrant article #8 and the % amount they should use. They said they would like to aim to have a million at the end. Chairman Glavac moved to set the % at 20 with the goal of having funding at the end for 10 years of transfer station operations after landfill closure. Selectman Blanchard seconded. Carried 4-0.

At 8:00 Selectman Laleme moved to adjourn. Selectman Ubaldo seconded. Carried 4-0.
