Minutes of the Meeting

October 5, 2017

Committee members attending: Mary Moritz, Barry Zitser, Julie Seely, Chris McGrath, Dann, Brett Jackson, Jeanne Robillard, Andrea Bryant, Leslie Drier, Jim Martin

Absent: Mike Culver, Katherine Darges, Jerry Blanchard,

Barry: gave an overview of documents from Regan Pride. He had emailed them to members.

Referring to a 100 pg document….it contains a list and contact information of transfer stations in the area… shouldn’t have a station more then 30 miles away. (Referring to the idea of using another towns TS for Bethlehem trash.)

North County operators…survey of transfer station…has cost data…some towns have more or less population… $145 a ton to get rid of all waste….he thinks it is covering all costs including wages,  indirect costs 13%

How to plan for designing small transfer stations…pg 65 pros and cons of compactors…

He reported that he called Eversource and found out that there is 3phase service down 116,  they will send someone to do cost estimate for free.

Can have small compactor and use generator.  Does the town garage have three phase power?

There may be federal and state funds or grants that we might be able to acquire.   P 142

EPA document. Environmental issues and traffic , safety issues,

He called some of the wood burning plants….wood pallets were too dirty.

Julie added: as for tonage and cost…Estimated:  60-70 bags per ton

$3 a bag for pay as you throw should cover it…

Need to include cost of insurance and wages

We should not count on getting funds from recyclables.  Metals pricing is dropping.

If you hold on to scrap metal you have to have the land to let it sit until the price goes up.

Jeanne gave us a packet of info from the previous transfer station committee and plans to use as a starting point.

Brett gave us some data about costs and tonage of previous town transfer station.

Talked about the reliability and helpfulness of Mr. Normando during the planning of the 116 site and emergency station.

Brett reported:

Need 80 blocks. 2x2x4.  $40 a block.      16 sq ft.   $1.25 a yard for poured concrete

266 yards min.  Total cost:  $3700.    30ft all the way around

Working plan:

Objective: determine rules and regulations regarding the operation and equipment of the transfer station.

The Plan template was filled in by Jeanne and will be attached to minutes. Each member will be emailed a copy along with minutes.

Mary reminded us that we are to present an update to Select Board on Monday, November 15.

Check for the protocol for the emergency transfer station. Review and update.

Decided that it is important to know which option we are going to implement then we can make a timeline for that plan.  The last completion date is aprox. Fall 2018

Get the options together by Spring 2018…

Jeanne motioned that the meeting are every other week.  Seconded by Brett… nine in favor  1 opposed (Dann).

Discussed that after awhile we may be able to meet once a month by having smaller groups working on specific tasks who will determine when they need to meet.

Minutes of September 21.

Andrea suggested a change in the paragraph about Barry talking to Pine Tree Power. Change “He will get information about their trash incineration operation”. To “find out whether their facility can be used to incinerate trash”. .and change “he was encouraged to”. To “He will do that.”

Barry moved to accept minutes with changes .  Seconded by Mary.  All in favor.

Chris motioned to adjourn. Second by Jeanne.  All in favor. Meeting ended at 7:35.
