Meeting Minutes
Bethlehem Selectmen Office
January 5, 2015
Present: Chairperson Laleme, Selectman Blanchard, Selectman Glavac, Selectman Fiorentino.
At 6:00 pm Chairperson Laleme opened the meeting.
The Board reviewed the ambulance billing information that Chief Anderson provided for them. Chairperson Laleme said it is hard to form an opinion without hearing presentations. She said Chief Anderson did a good job of getting the information but said it is really the job of the Board. Selectman Blanchard agreed that the Board should be hearing the presentations and moved to accept Chief Anderson’s suggestion and go with Comstar at 10%. Chairperson Laleme seconded. Carried 4-0.
Chairperson Laleme said the proposed budget has increased by $3000.00 because of Workers Comp for the highway dept. She said the proposed budget is still down $18,000 from last years and said overall it is $136,000 less that needs to be raised from taxation then last year. The Board reviewed the Draft Warrant Articles.
The Board reviewed the revised Building Permit form that Dave Wiley and Dawn Ferringo did to provide a space for inspection signatures. Selectman Glavac said he would like to see Town of Bethlehem as bold as the old one. The Board said the new form was ok to use. The Board reviewed the Investment Policy. Chairperson Laleme moved to accept and approve the investment policy for 2015. Selectman Fiorentino seconded. Carried 4-0.
The Board discussed the bathrooms being so cold and purchasing a space heater for the bigger bathroom. Chairperson Laleme moved to purchase a space heater for up to $30.00 for the large bathroom with Chief Anderson’s ok on heater. Selectman Fiorentino seconded. Carried 4-0.
Chairperson Laleme said she talked with Sergeant Webster yesterday about painting the Tax Collector’s office and said he has availability in January which is not a good time for the Tax Collector. Chairperson Laleme will follow up with Sergeant Webster.
The Board reviewed the minutes from 12/29/14. Selectman Blanchard moved to approve the minutes adding Selectman Glavac to the list of attendees. Selectman Fiorentino seconded. Carried 4-0.
The Board discussed the additional amount ($56.68) due for the insurance because of the price difference beginning in January. They discussed how the insurance is prepaid so the right amount wasn’t deducted from paychecks so either the Town needs to pay the amount or it needs to be paid by the employees. Selectman Blanchard moved to handle it the same way it was handled last year. Chairperson Laleme seconded. Carried 4-0.
The Board discussed the Master Plan meeting on January 8th and announced that it would be at the Library and not the Town Meeting Room. Alan Jackson said he believes in the long run it would be better to hook the bathroom heater into the heating system versus using a space heater. He said the bathrooms should have been addressed when the new heating system was installed.
Carole Hammarberg asked Selectman Glavac about the Broadband plan and he said there is no plan yet but wants to set up a fund for when they do have a plan.
Rita Farrell told the Board that she would like to recommend two people to be on the annual report. She said she would like to recommend George Manupelli who was a caddy as a young boy, was one of the founders and developers of WREN, was a former Selectman, and was instrumental in getting Colonial away from rated X movies. Mrs. Farrell said she would also like to recommend Alan Strell who was elected on the Library Board for years and volunteered at the Colonial. She asked the Board how the decision is made on who to put on or in the Town Report. She was told it is informal that they take recommendations and then vote on it. She was also told they would discuss and vote on it at a public Selectmen’s meeting.
At 6:35 Chairperson Laleme moved to go into non-public session per 91A for matters of personnel. Selectman Fiorentino seconded. Chairperson Laleme did roll call with all members agreeing to go into non-public session.
The Board discussed personnel.
At 7:10 Chairperson Laleme moved to come out of non-public session. Selectman Fiorentino seconded. Carried 4-0.
At 7:10 Chairperson Laleme moved to adjourn. Selectman Fiorentino seconded. Carried 4-0.
