Meeting Minutes
Bethlehem Selectmen Office
August 10, 2015
Present: Chairman Culver, Selectman Laleme, Selectman Staples, Selectman Blanchard, Selectman Glavac.
Chairman Culver opened the meeting at 6:34pm.
Nigel Manley came before the Board to discuss the PILOT for SPNHF. Chairman Culver said the assessors reviewed the PILOT and all properties owned to determine what the actual tax bill would be and determined it was $7726.65. It was noted that 4 properties get charged the village district rate which is not clear if it is in error or not. The $7726.65 is based on the base tax rate and not the village district rate on those 4 properties. Mr. Manley and the Board discussed the option of keeping the PILOT at $8,000.00 and reviewing it every 3 years, taxing them for what they owe, or having a PILOT and adding the COLA formulation to it. Mr. Manley said it is easier for budgeting to have a PILOT and after discussing the options with SPNHF he will send a letter confirming the option they will choose.
Nancy Czarny came before the Board to discuss her reappointment to Bretzfelder Park Committee. Chairman Culver said he didn’t vote to approve the reappointment because he wants it posted like all committee’s and Boards. He said it was not anything personal. Mrs. Czarny said there is only paperwork for 3 of the Bretzfelder Park Committee members and said this needs to be resolved so everyone is sworn in. Selectman Glavac said he agrees it should be posted and said the Board would go with the recommendation of the committee as to who to appoint to the committee. Mary Jackson said she would look in the oath of office book to see if she could find the missing ones and also offered to post any open positions when she posts all open Board/committee positions. It was determined that Selectman Staples will be the Select Board member on the Bretzfelder Park Committee.
The Board reviewed the minutes from August 3, 2015. Chairman Culver moved to approve as amended (add Keith after attorney). Selectman Laleme seconded. Carried 4-0 (Selectman Glavac abstained).
The Board reviewed the minutes from 07/27/15. Selectman Laleme moved to approve the minutes as written. Selectman Staples seconded. Carried 5-0. The minutes from 07/20/15 were tabled.
The Board reviewed the Code Enforcement Complaint form and tabled this until next meeting. At 7:10 Chairman Culver moved to go into non-public per RSA 91-A (a) (b) (c) for matters of personnel and reputation. Selectman Blanchard seconded. Chairman Culver did roll call with all members agreeing to go into non-public session.
The Board discussed a deeded property. Selectman Laleme moved to allow $4000.00 down payment with 800.00 month payment to be paid in full within a year. Selectman Glavac seconded. Carried 5-0.
The Board discussed a Recreation new hire. Chairman Culver moved to approve the new hire pending background check. Selectman Staples seconded. Carried 5-0.
At 8:30 pm Selectman Laleme moved to come out of non-public session. Selectman Staples seconded. Carried 5-0.
At 8:30 pm Selectman Laleme moved to adjourn. Chairman Culver seconded. Carried 5-0.
