September 9, 2013
Present: Chairman Blanchard, Selectman Culver, Selectman Laleme, Selectman Fiorentino.
Excused: Selectman Glavac
At 6:31 Chairman Blanchard opened the meeting. Chairman Blanchard announced that it was a work session and there wouldn’t be any public input.
Chairman Blanchard explained that 5 properties had to be pulled from the sale due to noticing requirements. Mary explained that corrective deeds need to be done and she said lien notices for multiple years were not done properly. Chairman Blanchard praised Mary on her diligence on straightening out the “mess” that she has had to deal with.
Chairman Blanchard also said the Mt. Cleveland Road lot was pulled from the sale.
The Board opened the bids.
Map 403 Lot 28.4 –This parcel was removed from the sale due to noticing requirements.
Map 209 Lot 60.5 –2 bids were received but this is one of the pulled parcels. The deposits will be returned.
Map 406 Lot 21.3 –1 bid was received but this is one of the pulled parcels. The deposit will be returned.
Map 415 Lot 125 –This parcel was removed from the sale due to noticing requirements.
Map 415 Lot 126 –This parcel was removed from the sale due to noticing requirements.
Map 201 Lot 42 -No bids were received.

Map 204 Lot 91 – 1 bid was received for $3,450.00 with a check enclosed for 20% deposit ($725.00). Selectman Laleme moved to accept the bid for Map 204 Lot 91 from Frank Piffath for $3,450.00. Chairman Blanchard seconded. Carried 4-0.
Map 205 Lot 37 – 2 bids were received. One bid was for $2000.00 and the other for $2,258.00. Selectman Laleme moved to accept the bid for Map 205 Lot 37 from Willard Lucas for $2,258.00. Selectman Culver seconded. Carried 4-0.
Map 205 Lot 37.1 – 2 bids were received. One bid was for $500.00 and the other was for $1007.00. Chairman Blanchard moved to accept the bid for Map 205 Lot 37.1 from Willard Lucas for $1,007.00. Selectman Laleme seconded. Carried 4-0.
Map 404 Lot 32.1 – No bids were received.
Map 405 Lot 81 – 4 bids were received. The bids were as follows: $13,013.00, $20,272.30, $30,500.00,
$45,000.00. Selectman Laleme moved to accept the bid for Map 405 Lot 81 from Richard Sanborn for $45,000.00. Chairman Blanchard seconded. Carried 4-0.
Map 406 Lot 22.15 – 2 bids were received. One bid was for $7600.00 and the other was for $7650.00. Chairman Blanchard moved to accept the bid for Map 406 Lot 22.15 from Rising Star Nominee Trust for
$7650.00 Selectman Culver seconded. Carried 4-0.
Map 409 Lot 29 -No bids were received.
Map 413 Lot 41 -No bids were received.
Map 414 Lot 4 – No bids were received.
Map 415 Lot 143 – No bids were received.
Map 416 Lot 11 – No bids were received.
Map 416 Lot 28 – 1 bid as received. Selectman Laleme moved to accept the bid for Map 416 Lot 28 from Brad & Joyce Presby for $682.00. Selectman Fiorentino seconded. Carried 4-0.
Map 416 Lot 29 – 1 bid was received. Selectman Fiorentino moved to accept the bid for Map 416 Lot 29 from Brad and Joyce Presby for $9,000.0. Selectman Laleme seconded. Carried 4-0.
Map 420 Lot 13 – No bids were received.
Map 420 Lot 21 – 1 bid was received. Selectman Fiorentino moved to accept the bid for Map 420 Lot 21 from Alexandra Kezer and John Harris for $520.00. Selectman Laleme seconded. Carried 4-0.
The Board discussed the quotes for the windows and doors for the Heritage building. Portland Glass quoted $3,540.00 for 4 windows and 1 door and Mayo’s quoted $4,300.00 for 4 windows and 1 door. Selectman Laleme moved to accept the quote from Portland Glass for $3540.00. Selectman Fiorentino seconded. Selectman Laleme said it will come out of the GGB general maintenance line. Carried 4-0.
The Board discussed the proposed dog ordinance that a resident sent in for the Board to consider. Selectman Laleme moved to add to our Dog Control Ordinance to pick up solid waste from animals on public common areas and private property. Selectman Culver asked if a public hearing was needed to change an ordinance. Selectman Laleme withdrew her motion. The Board will look into whether a hearing is required or not.
The Board discussed the quotes for the assessing computer. It was stated that the laptop was going to be at least $1500.00. Selectman Culver said he recommends going with the desktop. Selectman Culver moved to accept the quote for $1453.16 for the assessing desktop. Selectman Laleme seconded. Carried 3-1 (Selectman Fiorentino opposed).
The Board reviewed the minutes from 08/19/13. Chairman Blanchard moved to approve the minutes from 08/19/13. Selectman Laleme seconded. Carried 3-0 (Selectman Fiorentino abstained).
The Board reviewed the minutes from 08/26/13. Selectman Laleme moved to approve the minutes from 08/26/13. Chairman Blanchard seconded. Carried 4-0.
Selectman Culver brought up that the Fire Dept. roof is leaking again in multiple spots. The Board discussed getting quotes to temporarily repair the roof and also quotes to replace the roof. Chairman
Blanchard moved to put it out to bid. Selectman Laleme seconded. The Board discussed the option of
replacing the roof and if there was money in the capital reserve for that. Carried 4-0.
The Board reviewed the Hazard Mitigation Grant extension form that extends the grant for a year. Selectman Laleme moved to accept extension. Chairman Blanchard seconded. Carried 4-0.
At 7:20 Chairman Blanchard moved to go into non-public per 91a for matters of personnel and reputation. Selectman Laleme seconded. Chairman Blanchard did roll call with all members agreeing to go into non-public session.
The Board discussed personnel.
At 7:30 Chairman Blanchard moved to come out of non-public session. Selectman Fiorentino seconded. Carried 4-0.
The Board discussed a projector for the meeting room and will discuss it further at the next meeting.
At 7:32 Chairman Blanchard moved to adjourn. Selectman Fiorentino seconded. Carried 4-0.
