Bethlehem Town Building Meeting Room
September 24, 2012
Present: Chairman Jerry Blanchard, Selectman Mark Fiorentino, Selectman Mike Culver, Selectman Sandy Laleme, Selectman Martin Glavac
At 6:30pm Chairman Blanchard opened the meeting.
KRT proposal:
Ken Rogers, President and Rob Tozier, Vice President of DRT Appraisal presented to the Board of Selectmen their proposal to provide date entry of 400+ properties and a full revaluation. They stated that KRT principals are former Vision employees and they expressed having a good relationship with Vision. KRT provides their own data updating with their own employees. Mr. Rogers mentioned a “bridge” exists allowing BMSI to interact with Vision with no compatibility issues.
Energy Grant funds for White Mountain School:
Selectman Culver moved to accept the check from TRC for $32214.00 made payable to the Town of Bethlehem for the energy project at the White Mountain School. Selectman Laleme seconded. Carried 5-0.
Selectman Culver moved to have a check issued in the amount of $32,214.00 to the White Mountain School. Selectman Fiorentino seconded. Carried 5-0.
Tan rate was discussed and motioned made to go with Passumpsic Bank with a rate of .91%. Chairman Blanchard moved to accept the bid on a Tax Anticipation Loan in the amount of 2,000,000.00 from Passumpsic Bank. Selectman Laleme seconded. Carried 5-0.
Rita Farrell expressed concern over a Casella sign located on what is believed to be BCC property. Rita also asked if political signs can be removed from along BCC 15th Fairway. Chairman Blanchard said he would look into it.
Peter Roy expressed concern that the property at 2323 Main Street did not sell at auction. Mr. Roy asked the Board if they are aware of Chapter 155 that states an owner of property, owning other property whether the state would hold them accountable for taxes.
Chairman Blanchard moved to refer the former assessing firm matter to the Town’s legal counsel to explore whether seeking damages against them is appropriate and feasible.
At 7:15 pm Chairman Blanchard moved to go into non-public session per 91A for matters of personnel. Selectman Culver seconded. Carried 5-0. Chairman Blanchard did roll call with all members agreeing to go into non-public.
At 7:40 pm Selectman Laleme moved to come out of non-public. Chairman Blanchard seconded. Carried 5-0.
At 7:41pm Selectman Laleme moved to adjourn. Selectman Firoentino seconded.
Carried 5-0.
