Meeting Minutes
Bethlehem Town Building Meeting Room
October 1,2012
Present:Chairman Jerry Blanchard, Selectman Mark Fiorentino, Selectman Mike Culver,
Selectman Sandy Laleme, Selectman Martin Glavac
At 6:30pm Chairman Blanchard opened the meeting.
CNP Appraisal Company did a proposal on the quote they submitted. Cindy Perkins recommended we do the full revaluation over a 2 year time frame but included a quote for 1 year also. The quote for the revaluation is $108,500.00.
Selectman Culver went over the grant request from Police Chief, Mike Ho-Sing-Loy. The “Operation Safe Commute” grant is for $3780.00. Chairman Blanchard moved to accept the grant for $3,780.00. Selectman Fiorentino seconded. Carried 5-0.
Selectman Culver also went over 2 additional grants that Chief Ho-Sing-Loy would like to submit for. One is for DWI Patrols and the other is for Speed Enforcement Patrols. Selectman Culver moved to grant permission to apply for these 2 grants. Selectman Fiorentino seconded. Carried 5-0.
Frank Claffey, Treasurer, asked the Board to make a motion about the TAN advancement. Chairman Blanchard moved to submit TAN request advancement of 400,000.00. Selectman Culver seconded. Carried 5-0.
MRI did a proposal for assessing. The proposal was for the data entry and updating the current use tables to enable us to set out tax rate. Joe Lessard said the data entry could be done without getting a contract approved by DRA. He also said the MS1 could be submitted as is and revised at a later time before tax rate setting. Mr. Lessard said the other option was to get another extension.
The Board said they would have a meeting on Wednesday Oct. 3 at 6:30 to vote on which appraisal company to go with.
The Board reviewed the minutes from Sept. 17, 2012. Selectman Culver moved to accept the minutes. Chairman Blanchard seconded. Carried 5-0.
The Board reviewed the minutes from 09/24/12. Chairman Blanchard moved to accept the minutes from 09/24/12. Selectman Laleme seconded. Carried 5-0.
Chairman Blanchard read a letter of resignation from Recreation Director, Tara Bailey. Selectman Laleme moved we accept Tara’s letter of resignation and would like to thank Tara for her service to the Town of Bethlehem. Selectman Culver seconded. Carried 5-0.
The Board discussed getting an ad out immediately to get a replacement in a timely manner. Chairman Blanchard read an announcement from NH Retirement System that the Town of Bethlehem has been picked for a compliance audit. Chairman Blanchard said April will be the contact person for this.
Selectman Laleme said the Insurance rates from LGC for health, dental, property/liability and workers comp
will be set on Oct 12th.
The Board discussed the stamp machine buyout of $1,240.00. Selectman Culver said he doesn’t see the benefit of having the stamp machine. Chairman Blanchard would like to see the lease. Chairman Blanchard wants to talk to the assistant postmaster in Littleton about this.
Chairman Blanchard announced that a photo ID is now required for all motor vehicle transactions.
At 7:30 Chairman Blanchard motioned to go into non-public session for matters of personnel and reputation. Selectman Culver seconded. Carried 5-0. Chairman Blanchard did roll call with
all members agreeing to go into non-public session.
At 8:50 the Board returned to public session.
At 8:50 Chairman Blanchard moved to adjourn. Selectman Culver seconded. Carried 5-0.
